OVERVIEW OF THE FUNCTIONS OF THE POST

Background

The Latin American Laboratory for Assessment of the Quality of Education (LLECE) of UNESCO's Regional Bureau for Education in Latin America and the Caribbean (OREALC/UNESCO Santiago) has as its main function the assessment and measurement of the quality of education throughout Latin America and the Spanish-speaking Caribbean.

Currently, it is beginning to prepare the development of a new cycle of the Regional Comparative and Explanatory Study, ERCE 2025. The last study, conducted in 2019, involved 16 countries in the region and its results were presented in 2021. More than 160,000 students in nearly 4,000 schools participated in this study.

In addition, one of the objectives of the Quality and Lifelong Learning Unit of OREALC/UNESCO Santiago is to support the Member States of the region with the development of knowledge and technical assistance for the improvement of teacher quality. To this end, it is necessary to have information systems that allow for the effective and timely orientation of political actions for educational improvement.

Long Description

With the increase in data generation mechanisms at the school, teacher and student levels and the development of more sophisticated tools for the analysis and use of these data, educational information management systems and educational evaluation systems have been acquiring new and complex challenges. One of these is to take advantage of the benefits of educational data from a human rights approach, which allows the privacy of the people from whom these data are obtained to be safeguarded.

In this context, UNESCO and the International Telecommunication Union (ITU), through their joint initiative Broadband Commission for Sustainable Development, currently have a working group called Data for Learning[1], which is exploring the benefits and potential risks of educational data, as well as the main challenges that must be taken into account[2].
 

This has motivated UNESCO Santiago, through its Latin American Laboratory for the Evaluation of the Quality of Education (LLECE) and its Quality and Lifelong Learning unit, to seek the support of an expert consultant in data privacy to provide technical advice on this issue.

Long Description

General structure of the consultancy

The general objective of this consultancy is to provide technical assistance to OREALC/UNESCO Santiago in the area of data privacy, reviewing the state of the art in this area in various educational data management systems and in international studies similar to ERCE, and subsequently developing a data policy proposal for LLECE. Of special interest in this consultancy is the review of the cases of Chile, Colombia and Mexico.

Some of the topics to be incorporated in the review of international experiences are the following:

  • Legal aspects of student and teacher data privacy in LAC.
  • Governance, national sovereignty and cross-border data flow regulations, particularly with data that are produced by international organizations.
  • Data infrastructure and cross-sectoral interoperability of educational data from international large-scale assessments
Long Description

To this end, the consultant will carry out the following main activities:

1. Critical review of literature and international experiences on personal data privacy policies in Ministries of Education, public education agencies, international research agencies and other organizations that collect data at the student or school level (OECD, IEA, etc.). In the case of public bodies (ministries and other agencies), the cases of Chile, Colombia and Mexico are of special interest.

Deliverable: A brief document describing the review process and a repository with the reviewed documents.
 

2. A document in English that includes the following elements:

  • Data and main findings of the review conducted on privacy policies for personal educational data in national and international organizations.
  • Description of the LLECE studies, including the type of data collected and the mechanisms by which this is done.
  • Proposal for a future data privacy policy for the LLECE studies and other similar initiatives, based on the findings of this study, the recommendations of the Working Group on Data for Learning of the Broadband Commission for Sustainable Development, and the data privacy policy of UNESCO and the United Nations system.

This document will serve as input for the work of the Working Group on Data for Learning of the Broadband Commission for Sustainable Development, for the elaboration of its final document. For this reason, it is strongly recommended that the interim report of September 2022 be reviewed to ensure proper alignment.

Deliverable: A document in English.

3. Elaboration of a proposal for collaboration between countries in the region that allows the exchange of educational assessment resources (instruments, results, etc.) according to their own data privacy policies. UNESCO will previously agree with the consultant on the countries that will integrate this document.

Deliverable: A document that includes:

  • A concept note with the proposed collaboration agreement.
  • A proposal with the types of resources that can be shared from the selected countries (instruments, results, etc.).

Deliverables
The contracting of the consultancy requires the delivery of products that will be reviewed and approved by OREALC/UNESCO Santiago. The details of the products associated with each activity, along with their schedule, are listed below.

Education

University degree in the areas of statistics, economics, sociology, information science, or related area with emphasis on educational data.
 

Professional experience

At least 7 years of proven professional experience in the area of interest of this consultancy.
 

Languages

Excellent communication skills in Spanish and English.

DESIRABLE QUALIFICATIONS

Education

Advanced university degree (at least master's degree or equivalent) in the areas of statistics, economics, sociology, information science or related area with emphasis on educational data.
 

Professional experience

Demonstrable work experience in data governance.

Demonstrable experience of work related to sensitive data use.
