Mission and objectives

Under Resolution 2625 (2022), the Security Council determined that the situation in South Sudan continues to constitute a threat to international peace and security in the region. The Council extended the UNMISS mandate until 15 March 2023. It also emphasized that the Mission should continue advancing its three-year strategic vision defined in resolution 2567 (2021) to prevent a return to civil war, build durable peace and support inclusive, accountable governance and free, fair and peaceful elections in accordance with the Revitalized Peace Agreement. Under Chapter VII of the Charter of the United Nations, UNMISS is therefore authorized to use all necessary means to implement its mandate which includes: (a) Protection of civilians (b) Creating conditions conducive to the delivery of humanitarian assistance (c) Supporting the Implementation of the Revitalised Agreement and the Peace Process (d) Monitoring, investigating, and reporting on violations of humanitarian and human rights law: The overall ceiling for uniformed personnel is maintained at 17,000 troops and 2,101 police, including 88 corrections officers. Context

UNMISS was established in 2011 under the auspices of the UN Department of Peacekeeping Operations (DPKO); subsequently, the UNMISS mandate has been renewed through several resolutions culminating in Resolution 2567 of 2021. Conduct and Discipline Team (CDTs) are based in many peacekeeping missions and special political missions around the world. Some field missions have a conduct and discipline focal point. CDTs and focal points in field missions advise heads of mission on conduct and discipline issues involving all categories of personnel and address all forms of misconduct by United Nations personnel in field missions, including acts of sexual exploitation and abuse. UNMISS Conduct and Discipline Team (CDT) provide training for peacekeeping personnel on UN rules and conduct, and draft and implement strategies designed to deter violations of local laws and UN rules and regulations. In particular, the Outreach Unit is responsible for developing and implementing outreach and awareness raising activities for the host country’s population. Please note that the contract duration will be subjected to the mission's mandate renewal, on yearly basis.

Task description

Under the direct supervision of the team leader of the Outreach Unit, the UN Volunteer will undertake the following tasks: • Performing community outreach activities in support of the mission’s CDT which are in line with the Secretary-General’s new strategy on Special measures for the protection from sexual exploitation and abuse (A/71/818). • Assisting with the development of public information strategies with specific deliverables in partnership with UN agencies, UNMISS sections, civil society and local authorities. • Supporting the implementation of the strategic planning of outreach campaigns. • Participating in the organization of workshops with key leaders, youth and women’s groups in order to enhance public information amid a better knowledge of UN standards of conduct and reporting mechanisms amongst the local population. • Assisting with developing productions and disseminating information and/or outreach materials (booklets, posters, videos) on topics related to Conduct and Discipline, including Sexual Exploitation and Abuse (SEA) in partnership with UNMISS, UN agencies and [international and national] non-Governmental organizations (NGOs). • Providing public information inputs for action by the Public Information Office (PIO) and producing materials for UN Radio. • Helping to establish and maintain good relationships with military and UN police information units and other relevant units. • Contributing to CDT ‘s risk assessments with feedback from local communities, preparing reports and monitoring of CDT work plan with regards to outreach; and • Performing other duties related to the daily functioning of CDT. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote capacity development activities and transfer of skills to national personnel during the assignment. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
