The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The Labour Economist position is located in the ILO Country Office for Viet Nam, based in Hanoi, Viet Nam. The work of the country office is guided by the Decent Work Country Programme (DWCP) 2022-2026 which focuses on three strategic areas: decent work during economic transformation, social protection for inclusive development and governance for decent work towards achieving the goal of decent work for all in Viet Nam. 
In the implementation of its activities and programmes, the Country Office works in close partnership with the Government of Viet Nam, in particular its technical line ministry, the Ministry of Labour, Invalids and Social Affairs, and its social partners, the employers' and workers' organizations. The DWCP Vietnam is an integral component of and contributes to the UN Sustainable Development Cooperation Framework 2022-2026 (UNSDCF). 
The main purpose of this job is to (i) assist constituents in Viet Nam in the development of policies, methodologies and tools to promote the creation of quality job and inclusive labour markets; (ii) provide policy guidance and technical support to ILO’s development cooperation programs in Viet Nam; and (iii) strengthen cooperation and collaboration with other UN agencies within the framework of implementing the UNSDCF as well as with other partners concerned with employment and labour issues. The incumbent is expected to collaborate with relevant technical specialists in the ILO Decent Work Technical Support Team for East and South-East Asia and the Pacific and the Employment and Social Analysis Unit, located in the ILO Regional Office for Asia and the Pacific in Bangkok, while he/she will also be a member of the Global Employment Technical Team. 
The position will report to the Director of CO-Hanoi and will receive technical guidance on employment matters from the Employment Policy Department at ILO headquarters. 

Specific Duties

1.    Design, conduct or supervise research, analysis and the preparation of case studies on the labour market impact of economic, trade and employment policies. This includes the assessment of how the country’s deepening integration into regional and global markets affects businesses, jobs, wages and working conditions. Cooperate with other international organizations in joint policy-oriented research projects.
2.    Assess national needs and provide technical advisory services to constituents and other partners, including the National Statistical Office, to strengthen labour market information and labour statistics for evidence-based policy making and impact evaluation.
3.    Develop guidelines, tools and methodologies to contribute towards capacity building initiatives for constituents regarding, labour market information, labour market analysis, labour market policies and public employment services. 
4.    Provide policy guidance for the development and implementation of existing or new laws and regulations concerning employment and related issues. This will include providing advice to key stakeholders on the application of international labour standards and promotion of ILO mainstreamed strategies, including gender, while formulating employment related laws, strategies, policies, and programmes.
5.    In close collaboration with UN agencies, formulate strategies and programmes for employment creation and the promotion of inclusive labour market to ensure that ILO policy objectives are integrated within the UNSDCF and the delivery of the framework.  Oversee the UN reporting on progress on the implementation of the UNSDCF.
6.    Contribute to planning and managing the programme of the Country Office, the DWCP and the UNSDCF, with a view to streamlining operational systems, lowering transaction costs, increasing efficiency in implementation and achieving higher impact. 
7.    Perform other duties as assigned.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

  1. Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation. 
  2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
  3. Provide policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
  4. Formulate and submit project proposals and seek funding.
  5. Evaluate the efficiency and effectiveness of the project activities.
  6. Undertake technical advisory missions independently or in collaboration with other specialists.
  7. Conduct seminars, workshops and technical meetings and training courses.
  8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.
  9. Write manuals and/or training guides on related topics.
  10. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns.
  11. Monitor and coordinate research carried out by junior technical officers and external collaborators.
  12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).
  13. Participate in tripartite reviews on development cooperation activities and international meetings and conferences.

Required qualifications

Education

Advanced university degree (Master’s or equivalent) in economics, social sciences or other relevant field. A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

Experience

Seven years of experience, including at the international level in policy development and analysis, and social and economic development aspects in developing and middle-income countries. Experience in managing projects will be an advantage. 

Languages

Excellent command of English.

Knowledge of the tripartite structure. The ability to conduct and synthesize research and reach empirically based conclusions to formulate policy on related subjects; provide seasoned advice on best practices, to address broader issues outside the field of specialization; formulate new concepts and methodologies; design and synthesize strategies for programme development in the Member State; produce reports, technical publications, training manuals and evaluate and monitor development cooperation activities and projects; familiarity with labour statistics; proven ability to work with government and social partners and influence policy-making; and ability to communicate effectively core messages with key stakeholders in the related technical fields. Ability to develop partnerships and to analyse and mobilize support from funding partners.  Knowledge of the region would be an advantage.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
