The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The position is located in the ILO Decent Work Technical Support Team for Eastern and Southern Africa and Country Office for South Africa, Botswana, Lesotho and Eswatini (DWT/CO-Pretoria). DWT/CO Pretoria has the mandate to develop and implement, in partnership with governments, employers’ and workers’ organizations (tripartite constituents), a program of international development cooperation to assist countries to promote decent work for all and to provide capacity building in the formulation of policies and programs to promote the full implementation of international labour standards, improve working conditions and enhance employment opportunities. 
The Gender Equality, Non-Discrimination and Inclusion Specialist will contribute to ensuring that the ILO is a lead reference in the area of gender equality, non-discrimination and inclusion in the world of work by providing technical advisory services to government authorities and workers’ and employers’ organizations, ensuring knowledge-sharing on the subject matter, and contributing to the development of knowledge products and tools. The Gender Equality, Non-Discrimination and Inclusion Specialist will promote the integration of gender equality and non-discrimination, including addressing multiple and intersecting discrimination, in Decent Work Country Programmes (DWCPs), United Nations Sustainable Development Cooperation Frameworks, National Development Plans and other planning documents and tools in the countries covered by DWT/CO-Pretoria, including programmes or activities with regional coverage as needed. 
The position reports to the Director of the DWT/CO Pretoria.  Technical oversight and guidance will be provided by the Gender, Equality, Diversity and Inclusion Branch (GEDI) of the Conditions of Work and Equality Department (WORKQUALITY) at ILO headquarters. The incumbent will be part of the ILO Gender Network, and a member of the Conditions of Work and Equality (WORKQUALITY) Global Technical Team. She/he will work in close collaboration with the other technical specialists in the DWT/CO Pretoria and other ILO offices in the region, in particular with the Regional Office with regards to activities with regional coverage.

Specific Duties

1.    Provide technical guidance and policy advice to ILO constituents, and other national, sub-regional and regional institutions dealing with gender equality, non-discrimination and inclusion in the world of work, in the specific technical areas, including equal remuneration for work of equal value, maternity protection, violence and harassment, , the harmonization of work and family responsibilities, the care economy, the distribution of paid and unpaid work, improving the quantity and quality of women’s participation in the labour market, and addressing the impacts of multiple and intersecting discrimination, including based on ethnicity, disability, sexual orientation and gender identity, HIV status, and indigenous identity. 
2.    Develop and coordinate the design and implementation of national and sub-regional strategies and policies on gender equality, non-discrimination and inclusion issues, in the related technical areas. 
3.    Collaborate with the specialists of the DWT/CO Pretoria on the integration of gender equality and non-discrimination into their respective work programmes, including advising on undertaking gender analysis; on responding to the needs of the constituents, as expressed in the Decent Work Country Programmes (DWCPs), and on the development of ILO´s knowledge base on gender equality and non-discrimination issues, including data collection, analysis and processing in the region. 
4.    Contribute to major ILO-wide gender equality, non-discrimination and inclusion initiatives, including the transformative agenda for gender equality and non-discrimination outlined in the ILO Centenary Declaration for the Future of Work and the Global Call to Action for a human-centred recovery from the COVID-19 crisis and support; monitor and report on the implementation of ILO operational objectives and the Office-wide work plan on the Programme and Budget outcome related to gender equality and equal opportunities.
5.    Design, supervise and conduct relevant analytical and policy-oriented research, in cooperation with GEDI, on gender equality non-discrimination and inclusion, including regarding major trends, policy options and the root causes and manifestations of inequality and discrimination. Analyse and synthesize this information in order to identify entry points for ILO action at the national, sectorial and sub-regional levels, and to contribute to major ILO-wide gender equality and non-discrimination initiatives.

6.    Develop diversified capacity-building strategies for different audiences, especially governments, employers' and workers' organizations, labour inspectors, and other relevant stakeholders, in the field of equality, diversity and inclusion. Special attention will be paid to the promotion of the Violence and Harassment Convention (No.190) and Recommendation (No. 206), 2019, to promoting investments in the care economy, and to the principle of equal pay for work of equal value and the Equal Pay International Coalition initiative. Develop and adapt training materials and other tools, as well as facilitate and support conferences and workshops at sub-regional and regional levels.
7.    Develop and maintain good relationships with UN organizations, research institutions and non-governmental organizations that are involved in the field of gender equality and non-discrimination, to develop joint action plans and promote networking between these and constituents’ organizations in the sub-region. 
8.    Participate in existing gender networks and those addressing non-discrimination (inter-agency, UNCTs, donors, academia, NGOs, etc.) in order to enhance ILO’s contribution to the 2030 Sustainable Development Agenda and country development frameworks.
9.    Design country level, bilateral and multilateral development cooperation projects. Liaise with donors and potential partners with a view to securing extra-budgetary resources and expanding the Office´s capacity to undertake various activities in the field of gender equality and non-discrimination.
10.    Participate in the activities and strategic planning work of the ILO Gender Network, and coordinate the gender focal points in region. Provide support to and strengthen the network of ILO gender focal points in the ILO offices in the region to enhance their capacity to act as catalysts for gender mainstreaming in ILO activities.
11.    Perform other relevant duties as assigned.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

1.    Design and promote a wide range of special subject-matter-related programmes. This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation. 
2.    Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes. 
3.    Provide policy advice to ILO´s constituent on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
4.    Formulate and submit project proposals and seek funding.
5.    Evaluate the efficiency and effectiveness of the project activities.
6.    Undertake technical advisory missions independently or in collaboration with other specialists.
7.    Conduct seminars, workshops and technical meetings and training courses.
8.    Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.
9.    Write manuals and/or training guides on related topics.
10.    Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors´ meetings, international, regional and national fora and advocacy campaigns.
11.    Monitor and coordinate research carried out by junior technical officers and external collaborators.
12.    Provide technical inputs to office documents (sectorial meetings, technical committees, regional meetings and conference reports).
13.    Participate in tripartite reviews on development cooperation activities and international meetings and conferences. 

Required qualifications

Education

Advanced university degree in social sciences, law or economics or other relevant field.
A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least seven years of experience, including at the international level, on the world of work issues. Working experience on gender equality and non-discrimination. Experience in the design and management of international development programmes or projects is an advantage.

Languages

Excellent command of English is required.  A working knowledge of a second official language (French or Spanish) of the Organization would be an advantage.

Technical competencies

Job-specific competencies include excellent knowledge of gender equality, non-discrimination and inclusion policies and issues, gender analysis, and mainstreaming gender equality into projects and programmes. Good understanding of the multiple and intersecting nature of discrimination, and its implications with respect to workers in a particularly marginalized or disadvantaged situation; good understanding of international labour standards, in particular the gender equality Conventions. The ability to synthesize research and reach empirically based conclusions on related subjects; provide reasoned advice on good practices, to address broader issues outside the field of specialization; formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings; design and synthesize strategies for programme development in Member States; produce reports (e.g. for regional conferences and the International Labour Conference, technical publications, draft conclusions and resolutions). Ability to design, monitor and evaluate development cooperation activities and projects.

Behavioural competencies

Ability to communicate with a variety of audiences (both specialized and non-specialized). Develop and nurture positive relations with ILO constituents and other stakeholders; ability to engage in capacity-building and provide policy advice. Good inter-personal skills and ability to cooperate and liaise with other members of the team and other programmes at headquarters and in the field offices. Strong commitment to ILO values. The ability to work in a multi-cultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

 

 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
