The position is initially for a period of 12 months, with possible extension based upon performance and availability of resources.

OVERVIEW OF THE FUNCTIONS OF THE POST

UNESCO’s Intergovernmental Oceanographic Commission (IOC), as the agency tasked with coordinating the preparation of the Ocean Decade, is looking for a Communications and Science Outreach Manager to lead communications efforts for the Decade. The incumbent will be responsible for overseeing the development and implementation of a strategic vision of communications and outreach needs for the Ocean Decade.

 

This position will be carried out within the overall framework of the IOC Programmme and Budget under the direct supervision of the Programme Specialist, Marine Policy and Regional Coordination, and under the overall supervision of the Chief of Section for Marine Policy and Regional Coordination. The incumbent will work closely with the Ocean Decade team and diverse staff within the IOC and UNESCO. The incumbent will be responsible for the supervision of a small team of staff and consultants and will be responsible for contact with external contacts including media, suppliers, contractors and donors.

 

The main responsibilities of the post are as follows:

  • Lead development, operationalization and regular review of Decade communications strategies and tools including of the Ocean Decade website and Ocean Decade Network to meet user needs as resources area available
  • Conceptualise and oversee develop of communications tools required by Ocean Decade partners including proponents of Decade Actions, National Decade Committees or decentralized coordination structures
  • Develop partnerships and mobilise resources to support communications activities
  • Oversee continued evolution and roll out of Generation Ocean communications campaign
  • Lead conceptualization of strategic vision and development of content for Ocean Decade communications assets
  • Contribute to strategic planning and oversees organization of communications aspects of Ocean Decade events
Long Description
  • Develop and oversee implementation of systems to monitor the effectiveness of Ocean Decade communications activities
  • Coordinate organization of meetings of Communications Advisory Group
  • Collaborate closely with the IOC-UNESCO communications team to ensure consistency in messaging and approaches
  • Build and maintain partnerships and with collaboration with communications teams in other sectors of UNESCO and within partner UN agencies to develop and implement joint communications products and  campaigns
  • Work with consultant writers, designers and social media experts as necessary to fulfil communications needs
  • Oversee communications team and provides mentoring, support and supervision
  • Any other relevant task requested by the supervisor

Education

  • Advanced University degree (Masters degree or equivalent) in communications, marketing or related discipline.

 

Work Experience

  • Minimum four (4) years of professional experience in in communications, marketing or relevant field, of which preferably two (2) years are acquired at international level.

 

Skills and Competencies

  • Experience in development and implementation of communications strategies and campaigns for major ocean or environment related initiatives.
  • Experience in social media engagement strategies.
  • Technical proficiency and understanding of website design and maintenance.

 

Languages

  • Excellent working knowledge (spoken and written) in English or French, and good working knowledge of the other language.
DESIRABLE QUALIFICATIONS

 

Work Experience

  • Experience in developing and maintaining partnerships and resource mobilization.
  • Experience in managing a small team.

 

Languages

  • Knowledge of another/other official UNESCO language(s) (Arabic, Chinese, Spanish and Russian).

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is 97,592.16 US $.
