Syria remains the largest humanitarian emergency in the world, and OCHA coordinates a deep humanitarian response. OCHA is looking for an experienced Humanitarian Affairs Officer, for the Hub in Aleppo. The incumbent supports the implementation of the following sets of activities: a) improving inter-agency humanitarian preparedness and response; b) development of humanitarian information networks and database; and c) strengthen coordination with national actors. For this purpose, OCHA works with humanitarian partners in the country.

The National Humanitarian Affairs Officer will support coordination of the implementation of humanitarian activities by working together with relevant staff in the Country Office and will support implementation and monitoring of the humanitarian activities and will be a key player in promoting a client-oriented approach by facilitating interactions with operational humanitarian agencies in Syria.

 Position Purpose

Act as the deputy of Head of sub office and work to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors on the ground in order to alleviate human suffering in disasters and emergencies in the designated duty station.

Duties and Responsibilities
Under the overall supervision of the Head of Sub Office, and under the day-to-day guidance of the Head of Sub Office Aleppo, and Head of Field Coordination Unit, the incumbent is expected to perform the following tasks:

Coordination

  • Assist the Head of sub office in implementing the humanitarian coordination structure, strategy, and policy;
  • Establish and maintain partnerships with other humanitarian agencies in order to plan and evaluate assistance programmes activities, including gender-related considerations;
  • Under the supervision of the Head of sub office, coordinate the delivery of humanitarian assistance; Coordinate humanitarian response/preparedness plans
  • Help establish, consolidate and maintain a database of information on humanitarian assistance and preparedness;
  • Work closely with sub-national sectors and facilitate exchange of information on cross cutting issues, coordinate and provide technical support;
  • Establish and maintain contacts with government officials, other UN agencies, non-governmental organisations and diplomatic missions;
  • Organise, participate and/or assist in organizing work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters;
  • Assist in organising missions for senior management, preparing visit schedule and talking points;

Reporting:

  • Monitor, analyse and report on humanitarian developments, disaster relief/management or emergency situations in assigned area;
  • Draft and prepare regular situation analysis papers/reports on emerging humanitarian situation highlighting relevant operational factors affecting response efforts;
  • Prepare or contribute to the preparation of various written reports, minutes of meetings, background documents and communications;
  • Ensure appropriate monitoring and reporting mechanisms; provide information and advice on a range of related matters;

Needs Assessments

  • Lead and participate in need assessments, draft assessment/mission report, analyse outcome and specify unmet requirements, raise those to concerned channels;
  • Provide support of technical assistance to field missions. Participate in coordination and monitoring missions as needed.

Perform other duties as required.

Assist the Office for the Coordination of Humanitarian Affairs, in identifying significant humanitarian issues, Develop well-reasoned, innovative suggestions and approaches to problem resolution.  Help meet organizational objectives and provide sound analytical inputs and advice with respect to coordination of humanitarian action.

Required Skills and Experience
 
Education:
  • Master’s degree in Economics, Social Sciences, International Relations, Political Sciences, or related field is required.
  • First level university degree in Economics, Social Sciences, International Relations, Political Sciences, or related field, combined with additional two (2) years of relevant experience may be considered in lieu of advanced university degree.
Experience:
  • A minimum of two (2) years (Master's degree) or four (4) years (First-level university degree) of progressively responsible experience in business or public administration, finance, accounting, law, or any other related field is required.  
  • Two (2) years of relevant experience in the field in coordination of humanitarian or development programmes and project management is an asset.
  • Minimum two (2) years of relevant field experience in humanitarian coordination, preparedness and response in emergency situations (complex emergency and/or natural disaster) is required.
  • Experience in humanitarian coordination within the UN system is desirable.
  • At least two (2) years of experience with the UN common system is highly desirable. 
  • Working knowledge of the Humanitarian Needs Overview (HNO) and Inter-Sectoral Severity scale compilation process is highly desirable.
  • Work implies frequent interaction with the following: UN Agencies, International and National NGOs; Relevant government departments, International and Local Implementing partners is highly desirable.
  • Lead and participate in need assessments, draft assessment/mission report, analyses outcome and specify unmet requirements, raise those to concerned channels is highly desirable.

Language Requirements:
