Mission and objectives

The United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established by Security Council resolution 2100 of 25 April 2013 to support political processes in the country and to carry out a number of security-related tasks. The Mission has been asked to support the transitional authorities of Mali in the stabilization of the country and implementation of the transitional roadmap, focusing on major population centers and lines of communication, protecting civilians, human rights monitoring, the creation of conditions for the provision of humanitarian assistance and the return of displaced persons, the extension of State authority and the preparation of free, inclusive and peaceful elections. Context

MINUSMA was established pursuant to Security Council Resolution 2100 of 25 April 2013 to support the political process in the country and carry out a number of security-related tasks. The mandate of the Mission was lastly renewed by Security Council Resolution 2640 of 29 June 2022. MINUSMA’s key priority is to support the implementation of the Peace Agreement for Peace and Reconciliation in Mali, its core political and security provisions in particular, including the holding of peaceful elections, progress in disarmament, demobilization and reintegration as well as in security sector reform, operationalization of interim administrations and mixed units, and decentralization. In addition to the Peace Agreement, MINUSMA is requested to support the gradual restoration and extension of State authority in Central and Northern Mali; exercise good offices and promote national reconciliation; protect civilians; promote and protect human rights; and support humanitarian assistance. The Security Council further requested the Mission to exercise complementary tasks, such as projects for stabilization, weapons and ammunition management, and cooperation with sanctions committees. Resolution 2423 (2018) equally stresses the importance of strengthened integration between the United Nations country team and MINUSMA to support the implementation of the Agreement. The primary task of Engineering section is to determine the infrastructure requirements and implements the Mission’s infrastructure projects at minimum cost and in a most efficient manner by providing accommodation, utilities (electricity, water), construction and maintenance of infrastructure as well as geographic information support, terrain studies and reconnaissance to all MINUSMA facilities.

Task description

Under the direct supervision of Regional Engineering Officer and/or Unit Head of Elec-tromechanical Unit in Mopti, the UN Volunteer will undertake the following tasks: The Staff Member will have overall responsibility, as designated and guided by the Unit Head of Electromechanical and under the guidance of Regional Engineering officer and will be responsible for the following but not limited to: • Assist the engineers in developing full generator coverage of all designated buildings and facilities • Perform preventive maintenance on diesel power generators to include fuel system, lu-brication system and cooling systems, perform major repair and rebuild on diesel pow-er generators. • Mandatory knowledge, work experience regarding synchronization system i.e., FOGO, FG Wilson EASY GEN panels 2500 & 3200 also for COELMO Generators LEXYSM & LEXYSYNC Parallel needed, if internal or External training certificate are available it’s an advantage • Diagnose and effectively repair shut down and no start condition on diesel power gen-erators, process required paperwork in a timely manner. • Operation of power generators. • Create Service Order in UMOJA, request spare parts from the central warehouse to carry schedule maintenance and running repairs for each generator in your AOR. (Area of Responsibility) • Maintain generators and carry out periodical preventive maintenance services of all UN-owned generators. Check the conditions and initiate for overhaul or write off pro-cess as required. • Advise the Unit Head regarding generator installations, fuel, and lubricant consumption. • Coordinate with the Unit Head regarding material and tool requirements. • Participates in special task force during periods of emergencies including floods, storms, and hurricanes, earth quick and power outages. • Perform test run on all assigned generators as required. • Always have the maintains a database on all assigned generators reflecting the history of each unit, which may include but not limited to, preventative maintenance, exercise run time and dates and load test. • Must possess the ability to troubleshoot/diagnose using wiring schematics/diagrams and service manuals. Candidate must also be self-motivated, have good organizational skills and be able to work with little or no supervision, team players are a must. • Always have the work environment clean as per the UN Standards, keep all the used spare parts in the garbage bin and return them to the Generator Unit for proper dispos-al. • Ensure that the Generator work area is spill free of fuel/oil and in case any leakage or seepage is observed try to rectify the same. • Ensure work safety standards as required by the UN system are always followed when working. • Perform other job-related duties as required. • Knowledge in MV (Medium Voltage) up to 11,000.00-volt experience is an ad-vantage. Administrative Responsibilities: The Staff Member will have the responsibility of the following: • To liaise with EMU customers on requirements and services. • To provide the immediate supervisor reports, solutions, and recommendations on all aspects of the Technical Responsibilities. • Review the logbook and carry out information sharing meetings. Keep record of fuel and materials received and distributed • Maintain schedule of daily workers and take attendance, prepare weekly reports • Perform other job-related duties as required. Results/Expected Outputs: • Efficient, timely, responsive, client-friendly, and high-quality support rendered to the mission in the accomplishment of her/his functions. • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities partici-pated in, and capacities developed. • The development of capacity through coaching, mentoring and formal on-the-job train-ing, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs). • Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activi-ties participated in, and capacities developed Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including par-ticipation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
