Org. Setting and Reporting

The position is located within the United Nations Assistance Mission in Somalia (UNSOM) in the Office of the Deputy Special Representative of the Secretary-General, Resident Coordinator and Humanitarian Coordinator (O/DSRSG/RC/HC). The position is based in Mogadishu. The P/CVE Adviser/ Senior Political Affairs Officer, will report to the Head of the Integrated Office of the DSRSG/RC/HC.

Responsibilities

Provides advice on national and international strategies to prevent and counter violent extremism in accordance with the relevant UN resolutions, the UN Global Counter Terrorism Strategy, the UN P/CVE Action Plan and all human rights obligations. Spearheads the UN's support to operationalizing Somalia's P/CVE strategy; provides technical support to Somali P/CVE coordination platforms at the federal (FGS) and state (FMS) levels with particular concern to inclusion and representation of wide range of the Somali society; incorporates an integrated approach that includes rights-based, conflict prevention, peace building, and mediation dimensions, and a gender and youth perspective into the policy, planning and operational activities of the units relevant to P/CVE; Contributes to the coordination of international partners and UN agencies, funds and programmes’ P/CVE efforts to avoid duplication, enhance capacity and joint programming, and promotes an inclusive nationally owned (beyond government ownership) strategy; Prepares briefing notes and talking points, reports and policy guidance for the Head of the Mission and Senior Leadership; Provides continuous guidance and advice to the United Nations in Somalia, as well as other officers of intergovernmental bodies concerning the organization of work, status of UN and international instruments and strategies related to P/CVE; Responds to/prepares responses to comments, statements, and queries of parties and advises on operations involving several components and Pillars of the UN in Somalia; Develops and maintains relations with senior government officials and advises them on issues and policies of mutual concern; Advises on and participates in the negotiation to establish operations and develops guidelines, terms of reference and operational plans and time frames for new operations. Plans, coordinates and manages programmes, projects and activities requiring mission and/or inter-agency involvement and participation; Represents the UN Somalia at relevant round tables, seminars and conferences; Formulates the programme of work, budget and medium-term plan of the unit and participates in the overall approval of the programme of work, and administrative matters concerning the P/CVE Unit of the DSRSG/RC/HC; Performs other related duties as required.

Education

Advance university degree (Master’s degree or equivalent) degree in political science, international relations, international law, public administration, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of advance university degree.

Work Experience

A minimum of ten (10) years of progressively responsible experience in political affairs, international relations, rule of law, development management, conflict resolution and mediation are required.

Experience in prevention of violent extremism at programmatic or policy level is required.

Experience in a conflict or post-conflict environment is desirable.

A background of working with UN agencies, funds or programmes is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is desirable.

Assessment
