The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP's Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

Adopted by the First International Conference on Chemicals Management (ICCM1) in 2006 in Dubai, United Arab Emirates, the Strategic Approach to International Chemicals Management (SAICM) is a policy framework to promote chemical safety around the world. SAICM was developed by a multi-stakeholder and multi-sectoral Preparatory Committee and supports the achievement of the 2020 goal agreed at the 2002 Johannesburg World Summit on Sustainable Development. SAICM’s overall objective is the achievement of the sound management of chemicals throughout their life cycle.

The position is located in the Economy Division, Chemicals and Health Branch, Strategic Approach to International Chemicals Management secretariat, at the Geneva duty station. The incumbent is responsible for managing the Strategic Approach on International Chemicals Management (SAICM) secretariat and leading the implementation of the programme of work of SAICM as approved by the International Conference on Chemicals Management (ICCM). The incumbent is also responsible for coordinating and overseeing the preparation of the meeting of the International Conference on Chemicals Management, including its subsidiary bodies such as the ICCM bureau.

Under the overall supervision and guidance of the Deputy Director, Economy Division and direct supervision of the Chief of the Chemicals and Health Branch, the incumbent of the secretariat of the Strategic Approach to International Chemicals Management (SAICM) will be responsible for the following duties:

Responsibilities

a) Lead, supervise and carry out the work programme of the SAICM secretariat, including the implementation of relevant projects and programmes
b) Provide strategic and policy support to all SAICM stakeholders, including governments, industry and civil society in the implementation of SAICM.
c) Coordinate and oversee the preparation of reports and documents for the intergovernmental bodies and subsidiary committees to the International Conference on Chemicals Management (ICCM), including bureau meetings and the intersessional process on SAICM and the sound management of chemicals and waste.
d) Lead the development of reports to the ICCM on budget and programme performance and on programmatic and substantive issues.
e) Lead high level policy dialogues and provide strategic advice on SAICM to Governments and other stakeholders on SAICM implementation as well as on the sound management of chemicals and waste.
f) Supervise preparation of various written outputs, such as background papers, analysis, substantial sections ections of reports and studies on topics relevant to SAICM, including on emerging policy issues and other issues of concern.
g) Oversee the development of concept papers, briefings, speeches and other relevant papers linked to the work of SAICM.
h) Actively lead the mobilisation of financial resources and in-kind resources for the implementation of the SAICM Programme of Work.
i) Identify opportunities for partnerships and coordinate with, and among, key stakeholders on SAICM implementation.
j) Undertake other activities as assigned by the Chief of the Chemicals and Health Branch.
k) Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
l) Perform any other duties as may be assigned.

Competencies

Education

Advanced university degree (Master's degree or equivalent) in environmental or natural resources, biology, agriculture, chemistry or chemical engineering, social sciences, business administration, law or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of ten (10) years of progressively responsible experience in coordinating and implementing activities related to environmental compliance, chemicals and waste, at international, regional and national levels, as well as inter-agency coordination, with NGOs and stakeholders such as industry sector, and donors is required.

Experience in engaging with multisectoral and multistakeholder platforms is required.

Experience in programme planning, budgeting and evaluation policies and practices of the United Nations, or other international organizations or public sector is desirable.

Experience in multi-million fundraising and resource mobilization for implementation of programmes/strategies is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable.
