In order to support the implementation of national Municipal Solid Waste Management Strategy (NMSWMS) objectives as set out in the respective action plan, the (EU) in December 2017 agreed to finance to Government of Jordan (GoJ), as represented by the Ministry of Planning with the budget support action: Support to the implementation of the NSWMS. This budget support action is composed of: (a) the budget support component with a maximum EU contribution of EUR 40,000,000, which aims at sector reforms to strengthen the (SWM) sector, and (b) the support component with a maximum EU contribution of EUR 60,000,000, which aims at improving solid waste facilities.

The budget support component in the EU grant agreement with GoJ for a total amount of EUR 40 million is proposed for achieving the first specific objective and part of the second specific objective. The progress in the strategy implementation is measured by (5) performance indicators: (1) Objectives and principles of the SWM strategy are incorporated in new and revised regulations and instructions; (2) Increased capacities for safe and sanitary disposal; (3) Improved availability & quality of SWM data for monitoring & verification of environmental standards (SO2); (4) Institutional set-up is improved; (5) Improvement cost recovery for SW disposal. MoLA and UNDP have successfully implemented a number of projects and interventions in the field of SWM:
  • Improving SWM& Income Creation in Host Communities – Rehabilitation of AlEkaiderLandfill;
  • SW Transfer Station at AlTaybeh;
  • SW Transfer Station and Sorting Center at Northern Shouneh;
  • CapacityBuilding, Livelihood creation, and Women Empowerment.
UNDP, to achieve the scope of services for the Technical Assistance for the Project Implementation Unit of SWM as clarified above. UNDP, therefore, requires the services of a Civil Engineer to assist the (PIU) to manage overall project activities (procurement, technical, and management) responsibilities related to the planned projects.

 

Duties and Responsibilities: 

 

The Surveyor shall carry out all on-site survey work for all components of the project (sanitary landfill cell, buildings, roads, etc.), which are summarized without being limited to the following:

  1. Assist in survey works for grid works, and the necessary survey works to carry out excavation, backfilling, cut-fill diagrams, longitudinal and cross-sections profiles, and other infrastructure coordinates … etc.
  2. Assist in tasks related to quantity surveying works and services that include mathematical calculations.
  3. Preparing reports detailing legal boundaries and other relevant information.
  4. Assist in coordinating with the field staff and in processising field data and Interface with civil engineers, landscape architects, cartographers, or urban planners.
  5. Assist in research previous survey evidence process, that includes maps, deeds, physical evidence, and other records.
  6. Any other task(s) instructed by the supervisor(s) of any type. 
  7. Any other activity required by the supervisor

 

The Surveyor will work under the overall supervision of the Environment pillar’s Team Leader, Projects Coordination Manager, and Contracts and Construction Manager in coordination with the project management unit at MoLA.

  • Competency in the use of standard   Microsoft computer packages is essential.

Competency in the experience of implementation of Solid Waste Management projects or similar fields.

Education:

  • High school with 4 years of relevant experience in surveying Or bachelor’s degree in surveying with one year of experience.

Experience:

  • Proven 4 years of experience in the implementation of serving works for construction projects such as the construction of buildings, roads, infrastructure or any related field, or  bachelor’s  degree in surveying with one year of experience.

Required Language(s) (at working level):
