CONTEXT:
Founded in 1933 by Albert Einstein, the International Rescue Committee (IRC) addresses major humanitarian crises worldwide and helps victims survive and rebuild their lives. IRC has been active in the Central African Republic since late 2006. It has a main office in Bangui, a base in Zemio (Haut Mbomou), a base in Kaga-Bandoro (Nana-Gribizi), Bocaranga, Ngaoundaye and Koui (Ouham-Pend)

The Central African Republic is facing a protection crisis, which is one of the root causes of sexual and gender-based violence .(CRSGBV) resulting in the need to recruit a Protection Rule of Law senior manager (Prol) who will be supporting the process of revising the local Penal Code in addressing the questions of sanctions of gross violation on human right, Capacity building of judicial actors in the framework of the operationalization of activities on gender-based and conflict-related sexual violence, Development of a draft law to initiate sanctions against perpetrators of conflict-related sexual and gender-based violence

Scope of work:
Reporting to the PAF Coordinator, Protection Rule of Law senior manager works closely with program teams to conduct legal analyses of the penal code, the needs of GBV survivors, their perceptions, and risks, and to support the process of starting the implementation of the penal code. To ensure a high-quality result for the clients we serve and to support the global ambitions of the IRC Strategy 100, particularly the country's strategic action plan.

The Protection & Rule of Law (PRoL) Technical senior manager will form part of the Violence Prevention and Response Technical Unit (VPRU), which houses expertise in the field of protection and rule of law, child protection, and women’s protection and empowerment. The VPRU provides dynamic, innovative support to IRC’s field offices and provides technical assistance, ensures innovation, promotes standard processes, and helps to improve data collection and analysis for protection programming within the organization. The Protection & Rule of Law team of the VPRU is supporting the implementation of protection programs in 22 countries, including interventions in information services/Signpost, protection monitoring and analysis, protection case management, access to justice, peacebuilding, rule of law activities, community-based protection and supporting protection mainstreaming initiatives. The Advisor is also responsible for supporting the PRoL program strategy, business development, partnership strategy and relationship building, staff development and the organization's strategy initiatives.
Protection Rule of Law senior manager is based in Bangui, with regular travel to field sites

Main responsibilities:
Quality and technique 
Provide technical and administrative leadership to the PROL program in accordance with standards and IRC policy.
Ensure that ethical and important data collection and information management systems are in place for appropriate program analysis, planning, evaluation, and advocacy in general accordance with the M&E component.
Implement the development of the PROL program, including conducting evaluation missions, and developing project proposals.
Provide the development of monthly trend analyses of GBV (Rule of Law Protection)
Ensure that data is compiled and documented in the appropriate databases.

Development and technical supervision
Maintain open and professional relationships with team members.
Promote a strong team spirit and provide supervision and guidance to enable staff to successfully perform the duties of their positions.
Ensure timely completion and monthly submission of reports, probationary reviews and annual performance reviews.
Assist in the recruitment of PROL staff, in consultation with Human Resources.
Provide training and ongoing capacity building opportunities for staff on technical project management skills and other relevant skills.

Planning validation and implementation 
Supports the implementation and ensures adherence to project plans, work plans, operational expenditure plans or budgets, procurement plans, budget tracking.
Works closely with the Penal Code Review Strategy Committee, the external consultant supporting the government in the process, the Project Manager, IRC Operations, Finance, Grants and MEAL departments to ensure compliance with agreed upon requirements.

Monitoring & reporting
Develop and maintain effective, sustained supervision and quality control and reporting systems and procedures.
Ensure high critical metric and donor reporting on activities, indicators and achievements expected by the Government in CAR;
Ensure the updating of all reports in relation to the Grant Department's requests

Partner management
Develop and maintain effective working relationships with implementing partners.
Coordinate with GBV focal points and all other GBV partners, especially the health and child protection programs, for mission preparations, monitoring of activities and all vital issues
Participate in the organization of regular meetings with the strategic committee, the government, state actors, agencies and NGOs in CAR

Coordination & representation 
Actively develop and maintain effective working relationships with key state, non-state, humanitarian, local, community and other relevant actors in consultation with the PAF coordinator
Participate regularly in GBV Sub-Cluster and Protection Cluster meetings at the central level to represent IRC and respond to humanitarian coordination priorities.

Program development 
Participate to PROL program development, including evaluation mission selection and response activities based on evaluation analysis.
Participate to project development activities (Project Writing);

Finance management
Monitor and control the expenditures and disbursements of the VBGLC project and in the monthly planning of financial needs, in conjunction with the IRC Finance Department.
Ensure that purchase authorizations (PAs) are consistent with the expenditure plan and budgets; verify coding before inserting into the approval chain.

Operations
Track expenditure requests (PR) in collaboration with Program colleagues. Ensure that requests are made in real time, taking into account the time required for final approval.
Work with support departments to ensure that the project is implemented according to IRC procedures and security standards ;

Key working relationship:
The position reports to the PAF Coordinator. They directly monitor the work of the Protection Rule of Law senior manager and the Protection Rule of Law Consultant.
For research projects, they will work in collaboration with the Ministry of Penal Code, state actors, agencies and NGOs in CAR, partners, technical program coordinators of the country and regional office, and the operations department.

Exigences :
5-7 years of relevant experience working with government in law review, with proven experience leading LC GBV projects in emergency situations.
Demonstrate a clear understanding of gender, human rights and gender-based violence on women and girls.
Experience working with and building the capacity of national partners on GBV
Positive and professional attitude, including the ability to work with Magistrates, Lawyers and Ministry of Justice.
Strong ability to organize work timely, maintain composure, prioritize, stress management, coordinate multiple tasks and maintain attention to detail
Knowledge, skills and experience with participatory development methods and Access to Justice modules on VBGLC.
Demonstrate experience in advocacy and partnership relationships 
Participate and facilitating meetings and representing VBGLC issues.
Excellent interpersonal and problem-solving skills, creativity and flexibility.
Ability to travel and work in the field (70%);
The candidate must be fluent in French and Fluency in English is an asset.
