Nursing Activity Manager

Background:

Doctors without Borders India is set up a short term response in southern Mizoram state to assist the local communities with mobile medical clinics, mental health support, health promotion, water and sanitation support and NFI distributions. The response aims at supporting local populations as well as those who have been temporarily displaced to India following the conflict in Chin State, Myanmar.

Main purpose of Post:

Defining, coordinating and monitoring all care and nursing related activities in the project and ensuring the daily management of the human resources, according to DWBI nursing protocols, standards and procedures, in order to warrant efficiency , quality and continuity of prescribed care.

Functional and Hierarchical Lines:

The position is functionally and hierarchically reports to the Project Medical Refferant

Responsibilities/Accountabilities:
• Planning and organizing all nursing related activities (IPD, OPD, maternity, nutrition, etc.) and participating in the definition of annual planning and update of its associated budget in order to efficiently maintain the continuity of the standard quality healthcare. When needed, being responsible for scheduling duty rosters, shifts and on call of nursing staff.
• Coordinating and supervising the implementation of the legal therapeutic protocols, procedures and standards, depending on project objectives (PPTCT, PEP, VCT, IEC, SGBV, MH services, etc.) and providing technical support when needed, to ensure
the quality of the nursing care, confidentiality and information traceability, patient surveillance, and the application of the therapeutic and sterilization rules by the health care personnel.
• Supervising the nutritional activities in order to ensure that therapeutic food is provided regularly and that it complies with quality and quantity standards
• Ensuring all administrative procedures and documents (individual patient’s card and registration book, discharge paper, transfer paper, etc.) and existing data management tools are used correctly
• According to DWBI protocols and in collaboration with the Pharmacist and Medco, supervising the distribution (according to medical prescriptions) and pharmacy activity, preparing new orders when required, supervising expiration terms and consumption patterns, in order to ensure that pharmacy stock levels are permanently updated and above minimum safety point.
• In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating and communicating future needs.
• In close coordination with the Logistics Manager, supervising laboratory outputs related to nursing activities (blood test) to ensure samples are collected correctly and results are provided on time.
• In close coordination with the HR department, planning and supervising the associated processes (recruitment, training, evaluation, development and communication) of the nursing staff of the project in order to improve staff capabilities and ensure both the sizing and the amount of knowledge required. Training nursing staff on PTE.
• Reporting to the line manager on any relevant information linked to nursing activities and participating in monthly reports .

DWBI Section/Context Specific Accountabilities

Mizoram Project Context:
Mizoram Project started as a basic emergency service to the Displaced Population (DP) of Myanmar in June 2022. The refuge settlement is mainly concentrated in three districts, Champhai, Lawngtlai, and Siaha. DWBI has opened up a clinic in Zokhawtharfor basic medical care, with emergency service, ANC PNC including mental health.

Project Specific Accountabilities:

Objective for the position:

• In collaboration with the PMR, and MAM (ZTR) coordinate and supervise medical referral activities and strengtening of the suppoting PHCs and SCs of the 3 districts DWBI is currently operating; Champahai, Lawngtlai and Siaha
• Supervise and support nurse team supervisor for nursing activities in the DWBI Clinic at Champhai, Zokawthar
• To coordinate and support the medical team for the implementation of the strategy in the annual plan.
• To coordinate the Nurse team, in providing Emergency Response in case of new influx of refugees,Outbreaks, etc., and Rapid Health Assessment.
• Take part in the subject of Staff Health, especially during the absence of PMR and MAM on sites
• In close coordination with the HR department, planning and supervising the associated processes (recruitment, training, evaluation, development, and communication) of the nursing staff of the project in order to improve staff capabilities.
• Ensure regular reporting (weekly and monthly): Monitor, coordinate, report, and analysis of medical data with discussions on the teams on the ground on any changes in the trends.
• Ensure the patient is referred according to referral pathway.

o Referral criteria is respected for each patient. o Documentation for each case that is referred for each admission. The format as used in the data sheets collected weekly/monthly.
o Referred Hospital defined final diagnosis for each case, (including death; cause of death to be mentioned) on discharge.
• Ensure the monitoring and management of drugs, materials, and consumables are well done in the activities in DWBI clinic.
o Inventories of medical equipment are made according to an established schedule and are maintained as per biomed recommendation (maintenance and use guidelines)
o Inventories of medical supplies (drugs and consumables) are made according to an established schedule and are maintained to assess and forecast on consumption.
o Daily/weekly and monthly consumption data need to be maintained and discussed regularly with the medical department and PMR.
o Ensure that proper pharmacy management is implemented in order to provide the team the necessary medical supplies and to avoid ruptures, damaged or expired drugs.
o Weekly/monthly requests to the logistical supply are followed up and checked regularly after it is made and to prevent ruptures, and rational usage is followed. DWBI guidelines are used in the prescription writing and adhered to according to protocols set by the guidelines.
o Ensure all Nurse related activity in clinic is done based DWBI guidelines and capacity building of Nurse, Nurse Aid and Nurse/midwife.
o Together with DWBI clinic team, prepare the medical supplies that are going to be used for the mobile clinic activities that particular day or week depending on the needs.
• To Supervise the Health Promotion and IEC Officers in all three sites in Mizoram
• To train and coach and do work performace evaluations of the HP IEC officers
• To adapt and adjust work according to the changes and needs of the project

NOTE: Job involves lots of travelling and visiting various camp locations and office work

Requirements

Education
Essential nursing diploma for general or specialized health services (Bachelor in science of Nursing Desirable); Specialization or training in tropical medicine would be an asset

Experience
Essential working experience of at least two years in nursing activities related jobs. Desirable working experience in DWBI or other NGO’s in developing countries

Languages
Mission Language essential; English Local Working Language; Mizo, Lai would be an asset

Knowledge
Essential computer literacy (word, excel and internet)
