| Purpose of the Role |
| The IRC is seeking a Finance and Administration (F&A) Leadfor the five-year, $50 million USAID-funded Host & Impacted Community Response Activity (HICRA). This project will encompass a set of innovative interventions, with an overall goal of addressing the social, economic and environmental challenges in the southeastern districts of Cox’s Bazar and Bandarban. The overall development assistance is expected to be delivered in the following sectors: WASH, nutrition, economic growth (inclusive finance, private sector engagement, microfinance etc.), natural resource management, and agriculture. The Finance and Administration Lead will be responsible for the finance, accounting, and administration functions within the HICRA office. The Finance and Administration Lead’s duties will include ensuring compliance with: local accounting standards, GAAP, IRC policies and procedures, USAID requirements, partner requirements, and all other applicable laws, rules, and guidelines. The F&A Lead will work closely with finance and accounting staff in regional office and at Headquarters. This position is contingent on funding. |

| Highlights of Key Responsibilities |
| Oversees and conducts accounting related activities for HICRA. Activities include but are not limited to journal entries, expense monitoring, payroll, tax compliance, accounts payable, accounts receivable, cash management, reconciliations, and close-outs. • Develops and monitors internal controls. Supports internal and external audits. • Administers human resources, procurement, administration, office/project registration, and information technology related activities for the office. • Reviews and prepares all financial reporting to include both internal reporting, reporting to local authorities and financial reporting to USAID. • Leads the annual development and mid-year forecasting of the office operating budget and local program budgets, working collaboratively with program staff to collect necessary inputs. • Develops budgets for renewals, amendments/modifications, realignments, and no-cost extensions of current agreements for local programs. • Develops and submits monthly funds request. • Works closely with country staff in monitoring budgets and funding to partners including sub-contractors and consultants. • Supervises and trains local finance team member(s). • Oversight of financial sub-contracts and sub-grants issued to organizations in Bangladesh including tracking expenditures, reviewing invoices, and monitoring budgets. • Oversight the approval of FD6/FD7 from NGO AB, local statutory audit, Bangladesh govt.
