The Internal Displacement Monitoring Centre (IDMC) is a global centre of expertise established in 1998 to monitor and report on the situation of people who become displaced within their own countries as a result of conflict, violence or disasters.

IDMC has been generating evidence to inform action by governments, intergovernmental organisations, humanitarian and development actors working at the local, national, regional and global levels to prevent, address and resolve internal displacement.

Despite growing awareness of the challenges posed by internal displacement, the number of internally displaced people (IDPs) worldwide continues to reach new records each year. IDMC alone cannot mobilise the evidence and collective action needed to curb the issue, but it can share the unique expertise, tools and methods it has acquired over the last 25 years to advise and empower others in planning and delivering more impactful and measurable actions.

As part of the second pillar of its 2030 Strategy, IDMC is looking for an experienced and dynamic Capacity Strengthening Manager to develop and implement new activities in support of better data and monitoring systems in a select number of countries and regions. The Manager and his/her team will be responsible for identifying and assessing requests for support from governments and other country-based partners, and for accompanying them in implementing better practices to collect, analyse and report on internal displacement, and addressing it through more impactful measures to support prevention, response and longer-term solutions.

What you will do:

You will be responsible for developing this new area of work at IDMC. Working in close collaboration with IDMC’s Director and Management Team and building on IDMC’s 2030 strategy, 2022-2024 workplan and other strategic documents, you will lead the finalisation of a dedicated organisational strategy for capacity strengthening and will identify future activities based on needs and demands from governments and in-country partners. You will also be responsible for managing multi-million donor projects and grants to support this work and overseeing strategic partnerships with governments and multilateral organisations. This role will also require of you to travel on a regular basis.

Some of your specific responsibilities will include:

  • In close collaboration with IDMC’s Director’s Office and Programmes Team, develop IDMC’s dedicated capacity strengthening strategy to support government and other country-based partners in establishing effective internal displacement data and monitoring systems, to inform public policy and operational decision-making relevant to prevention, response and solutions to displacement;
  • Organise and carry out assessments of new demands for support and identify activities that IDMC can offer external partners in line with internal technical expertise and available resources;
  • Identify priority countries and regions where these activities will be implemented, and develop dedicated country engagement plans outlining objectives, timeframes and resourcing;
  • Coordinate closely with other IDMC teams to implement capacity support activities and ensure alignment to IDMC’s 2030 strategy and plans;
  • Ensure successful achievement of project objectives, activities and indicators as outlined in project grants;
  • Strictly adhere to donor rules and regulations and ensure compliance with all of IDMC’s funding partners;
  • With the fundraising team, meet regularly with key funding partners to keep them abreast of project achievements, and contribute to new fundraising proposals to generate more resources;
  • Develop and co-Chair Project Steering Committee meetings and other related events.
  • Identify relevant partners and develop relationships for collaboration in selected countries and areas of work with government, UN agencies, civil society, and donors;
  • Line manage Capacity Support Coordinators and other regionally-based positions;
  • Manage the financial and human resources of the Capacity Strengthening team, including developing workplans and budgets;
  • Represent IDMC at high technical and political levels, in countries affected by internal displacement, to identify demands and follow-up on the implementation of capacity support activities;

What you will bring:

  • Advanced degree in international relations, development studies, displacement and migration, information science, statistics or related field;

  • Proven networking and relationship management skills;
  • Demonstrated commitment and passion about the issue of internal displacement;
  • Experience working in a fast-paced environment, and successfully delivering on short deadlines.
