Mission and objectives

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures, volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Context

The UNV Field Unit (FU) is responsible for mobilization, recruitment and placement of UN Volunteers in UN Agencies, Government, Civil Society Organisations and the Private Sector. The UNV Field Unit represents and positions the UNV Programme in-country and brings UNV’s services and volunteer solutions closer to cooperating partners. The UNV FU is further responsible for everyday management of serving volunteers. The Talent Outreach Officer will support the Country Coordinator in developing and implementing a targeted innovative and creative outreach and sourcing initiative (s) to recruit diverse talent in the North of Mozambique, in partnership with various stakeholders - internal (UN) and external (Government, Private Sector, Civil Society Organizations, Academia, etc.). Additionally, the Talent Outreach Officer will develop and implement outreach campaigns to identify and attract diverse candidates to register in the UNV- Unified Volunteer Platform (UVP) in support of the United Nations Country Team (UNCT) goals to achieve the UNSDCF 2022-26 delivery and other key initiatives and equitable geographic distribution and gender parity in Mozambique.

Task description

Under the direct supervision of the UNV Country Coordinator, the Talent Outreach Officer will perform the following tasks: 1. Outreach and Talent Acquisition • Develop and implement an outreach and sourcing plan to recruit diverse talent from the North of Mozambique. • Develop and implement outreach campaigns to stakeholders to increase visibility of the UNV programme in the North to attract potential candidates to register in UNV talent pool through the Unified Volunteer Platform (UVP). • Prepare outreach information and promotional materials, conduct outreach events (face- to face, virtual - webinars/seminars) with local institutions (local government - Districts, Academia (universities, technical institutions)) professional networks, religious organizations, local community-based organizations, and other. • Identify and conduct research on various platforms such as job/volunteer websites, professional networks/career platforms, etc., in the country, collate and document information on where and how to share/post volunteer opportunities to promote/advertises volunteer assignments. • Assess needs of UN partners for UN Volunteers in the northern provinces and create a fit-gap analysis between demand for and supply of specific profiles for the national talent pool. • Generate targeted calls for applications to strengthen the National Talent Pool in areas in demand by the UNCT with an objective of engaging Mozambique nationals as UN Volunteers within and outside country. • Build and maintain reports and dashboards; monitor and provide regular reports on talent outreach activities and national talent pool. 2. Registering in Talent Pool and Orienting • Build a national talent pool based on a fit-gap analysis between demand and supply targeting qualified candidates in the North and other provinces to increase the diversity of the UNV roster. • Sensitize and conduct training on how to and assist potential candidates in the northern provinces to register in UVP. • Using the UN presence in the North, engage UN partners to provide access to computers and internet through their field offices in Pemba, Nampula and Beira for interested candidates to register in UVP. • Review data in the national talent pool and ensure registered candidates have fully completed profiles in UVP. • Reach out to candidates with incomplete profiles, provide advice and/or guide candidates to update or fully complete profiles/registration process in UVP. • Regularly review the National Talent Pool and provide suggestions for talent outreach partners and channels that can support the attraction of high-quality profiles available at the disposal of UN partners in Mozambique. • Participate in field missions to the Provinces of Nampula and Niassa to promote UNV programme, engage potential candidates and support registration in the talent pool. 3. Support to volunteer mobilization and management, and partnership building: • Assist the Partnership and Volunteer Mobilization Officer in visibility activities and promotion of UNV programme to potential candidates. . • Contribute to volunteer mobilization through sensitizing potential candidates and registration of candidates to strengthen the National Talent Pool in areas in demand by the UNCT. • Assist in planning and coordinating UNV events in the Northern Provinces– IVD, UNV Retreats, innovative initiatives and any other activities which promote volunteerism and celebrate strengths and contributions of volunteers. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
