Monitoring, Evaluation and Leaerning Advisor serves in the advisory role to ensure ABA ROLI programs undertake high quality monitoring, evaluation, and learning efforts. Leads internal evaluations and interfaces with academic and research institutions on evaluation methods and implementation, including development of theories of change and implementation of various qualitative and quantitative research and data collection approaches. Participates in MEL staff recruitment and training. Mentors staff in integrating MEL principles and activities during program and after evaluations. Advises on and ensures implementation of responsible data practices and funder requirements related to data privacy and data ethics.

Essential Job Functions and Responsibilities

-Advises on methods and strategies for MEL and adaptive management frameworks in ABA ROLI programs.

-Partners with ROLI staff and internal and external experts to produce learning products and analytical summaries.

-Undertakes or leads internal program evaluations and large-scale surveys.

-Engages in hiring consultants and evaluation experts or substantive experts for evaluation teams.

-Manages evaluation teams in large or complex programs.

-Advises on and ensures implementation of responsible data practices and funder requirements related to data privacy and data ethics.

-Reviews relevance of program indicators to ROLI’s organization-wide indicators, vis a vis global, regional, sectoral and thematic best practices and suggests improvements.

-Drafts or reviews MEL job descriptions with programs, and with Sr. MEL specialist, develops and delivers MEL trainings to staff.

-Routinely reviews relevant of indicators to ROLI’s global, regional, sectoral and thematic goals and objectives.

-Identifies good practices in development sector for capturing and sharing learning and applies them to ROLI.

-Mentors staff in integrating MEL principles and activities during program and after evaluations.

-Represents ABA ROLI at internal and external fora related to MEL issues.

-Performs other related duties as required.

Required Education, Qualifications, Experience

-Possession of a Bachelor’s degree from an accredited college or university.

-7 years of experience working on monitoring, evaluation, and learning domestically or internationally; or MA +4.

-Demonstrated skills in Microsoft Office, Microsoft Excel, and Microsoft PowerPoint.

-Demonstrated skills in working with databases such as Access or other.

Preferred Education, Qualifications, Experience

-Experience or classwork relevant to monitoring, evaluation, learning, data collection or analysis.

-Master’s Degree.

-Relevant foreign language such as Spanish, French, Arabic, or Russian.
