MANDATE OF THE DEPARTMENT:
The UNAIDS Multi-Country Office (MCO) based in Jamaica provides leadership and coordinates the expanded UN system response in Jamaica. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the MCO scales up HIV services focused on key populations and locations most at risk. The MCO promotes effective use of strategic information to better understand and track the epidemic and its trends, and to measure progress and sustainable impact of the response in Jamaica and the wider Caribbean sub-region. It supports efforts to strengthen the capacities of communities and their meaningful engagement in health, social protection, and human rights mechanisms, and provides support and technical guidance as necessary to national partners and policymakers.

Main tasks and Responsibilities of the Position:
Provide technical expertise to national partners and the UN system to reach the global AIDS targets by 2030, employing different methodologies, including a Fast-Track approach, to rapidly scale-up access to HIV services toward ending AIDS and eliminating HIV-related stigma, discrimination, violence and inequalities. Promote effective use of strategic information and documentation of trends on the epidemic and the response as well as provide intellectual leadership on the status of the response to HIV in the country.

Under the supervision of the UNAIDS Multi-Country Director and working in close collaboration with the other staff members, including at the regional level, the incumbent is assigned all of part of the following responsibilities:

- Provide strategic advice on engagement of government authorities, civil society organizations, communities, UN and other cooperation partners in country level decision making mechanisms, supporting civil society dialogues and strengthening the capacity of the leadership of people living and affected by HIV, including key and marginalized populations in the response to the HIV epidemic.
- Lead the MCO's development of grant proposals and harmonized resources to address community priorities and resources of civil society organizations and communities, including for community systems strengthening.
- Provide support to the MCO to develop and track implementation of biennial work plans and ensure efficiency and effectiveness in the engagement of multistakeholder partners.
- Build strategic alliances with government authorities, civil society and communities, UN and other development partners to support the design, implementation, and monitoring of evidence-based HIV programming and policy-making to attain the 2021 Political Declaration and the UNAIDS 2021-2026 Strategy targets, and the 2030 Agenda based on the Multi-country Sustainable Development Cooperation Framework.
- Share information, guidance and tools to country partners and civil society organizations; and support demand creation for the inclusion in national AIDS plans of programmatic interventions addressing the integration of community responses, as well as human rights and gender equality and diversity as they impact on prevention, treatment, care and support, with emphasis on reduction of discrimination, including in the health sector, stigma and punitive approaches to HIV and achieving scale and efficiency.
- Stay abreast of current/topical issues and tensions; provide UNAIDS leadership with strategic information and analysis, as well as provide support to communities during human rights crises.
- Provide technical input to social protection policies and programmes to ensure that they are HIV sensitive.
- Provide support to the Joint UN Team on AIDS and other partners to promote collaborative synergies for sustained and consistent support to networks and organizations for effective advocacy and inclusion of community priorities in the joint work planning.
- Provide communication and other support to the MCO as part of efforts to raise awareness among key stakeholders, including governments and civil society and strengthen its footprint.
- Undertake any other task assigned by the Multi-Country Director.

REQUIRED QUALIFICATIONS

Education:
Essential:
- Advanced university degree at Master's level or equivalent in social science, public health, policy, human rights or international development.
- For internal candidates, a first university degree and 7 years of relevant work experience will be considered as equivalent.

Desirable:
- Specialization in one of the above fields complemented by degree or studies in international relations, business/public administration or political or other social science

Experience:
Essential:
- At least 5 years of professional experience at national and/or global/regional level, complemented by experience in at least one of the areas of communities led responses, human rights and gender equality-based programs, policy analysis, international affairs, political and strategic planning.
- Broad experience in working with and mobilizing a range of external partners.

Desirable:
- Experience in working with the UN system or other multilateral organizations.
- Experience working with key population networks.

Languages:
Essential:
- Proficiency in English.

Desirable:
- Knowledge of additional UN official languages.
