Org. Setting and Reporting

This position is located in the Engineering Support Section (ESS), of the Sourcing Support Service (SSS) in the Logistics Division (LD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS) at Headquarters in New York.

The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, Global Service Centre and the Enabling and Outreach Service, Aviation Safety Section.

The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations (UN) operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services, and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

The incumbent will report to the Chief of ESS or designated official.

Responsibilities

Within limits of delegated authority, the Supply Officer will be responsible for the following duties. This postion is primarily involved with contract management, furnishing of engineering supplies, equipment, material, property, and engineering services to the Peacekeeping Missions:

• Develops, reviews, monitors, assesses and manages technical contracts for the provision of engineering equipment and services.
• Plans and prepares current cost estimates/budget implications and long-term forecasts of the Organization’s requirements for machinery, equipment, tools, materials, services, supplies, and utilities.
• Designs, develops and updates relevant software for tracking, reconciliation, and costing purposes.
• Initiates actions leading to procurement, maintenance and disposal of items.
• Undertakes market research and reviews best practices in contract development and adapts such practices to United Nations’ requirements.
• Establishes and/or reviews mission requirements. Initiates actions to fulfill and control these requirements.
• Conducts technical survey visits both in start-up phase and during implementation to plan and ensure most efficient use of resources.
• Develops plans for redeployment of engineering assets when missions are liquidated.
• Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
• Analyzes problems, audit and performance reports on mission activities, and provides remedial action programmes where required.
• Monitors accurate allocation and control of all equipment and stores ordered and received by the mission.
• Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports, using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Monitors Third Party Agent procurement status.
• Reviews, prepares, and defends engineering-related Headquarters Committee on Contracts (HCC) cases and initiates action to fulfill and control these requirements.
• May provide guidance to or supervise new/junior staff.
• May perform other related work as required.

Education

Advanced university degree (Master’s degree or equivalent degree) in business administration, engineering, or other relevant field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Certification in Project/Programme Management methodology by an accredited body (e.g., PMP, PGMP, PRINCE 2 Foundation Project Management certification or practitioner level) or equivalent is desirable.

Certification in Supply Chain Operations Reference (SCOR-P) or equivalent is desirable.

Work Experience

• A minimum of five years of progressively responsible experience in supply services, logistics, engineering, project management or related area is required.

• Experience in managing engineering projects is desirable.

• Experience in the planning, design and implementation of engineering projects in support of the establishment, rehabilitation or sustenance of human habitation is desirable.

• Experience in engineering logistics in support of field operations operated by the United Nations or similar international organization is desirable.

• Experience in research and development of sourcing solutions for engineering related supply requirements, including identification of requirements, conducting technical evaluations and contract management is desirable.

• Experience in the use of Power Business Intelligence (BI) or similar data analysis and visualization tools is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
