The Fiji multi-country office covers ten countries including Federated States of Micronesia, Fiji, Kiribati, Republic of the Marshall Islands, Nauru, Palau, Solomon Islands, Tonga, Tuvalu, and Vanuatu as well as provides support to regional initiatives. This position is located at the UNDP Pacific sub-office in Pohnpei State in the Federated States of Micronesia which was established in October 2021. This office is set up to serve the Federated States of Micronesia, Kiribati, Nauru, Palau and the Republic of the Marshall Islands. The office will work closely with the UNDP Pacific office in Fiji to deliver the UNDP multi-country programme document (MCPD, 2023-2027) in these five countries.

UNDP in the Pacific has developed its multi-country programme document (MCPD, 2023-2027) to guide its interventions in the next five years in full alignment and directly to contribute to the United Nations Sustainable Development Cooperation Framework (UNSDCF, 2023–27). The Office covers 10 countries in the Pacific with an extensive portfolio which has grown over time. The UNSDCF and UNDP MCPD are designed in full alignment with the 2030 agenda, Samoa Pathway, and 2050 Blue Content Strategy, which is endorsed by the Pacific Island Countries (PICs) among others. The UNDP Pacific Office next five-year plan strategic priorities are encapsulated under three outcome areas: (i) Planet, (ii) Prosperity, and (iii) Peace. Following a strategic review process which was completed in June 2022, UNDP Pacific office structure is aligned to the emerging priorities of the office. In this regard, the programme portfolio will include mutually reinforcing work streams crafted around two clusters (i) Resilience and Climate Change; and ii) Inclusive growth and Effective governance, supported by a policy and innovation team, Operations team, Management and Oversight team that provides strategic guidance on  results Management  and compliance entrusted with the corporate alignment, programme finance management and quality assurance,  and strategic communications  team that provides knowledge management and communication support to all programme interventions.

Within the Office, the Operations Team provides backbone support and services to programme related to finance, human resources, digital services, travel and logistics, as well as common services and transactions support.  The team further provides demand driven Common services to the UN agencies (per agreed procedures). In addition, the team will provide administrative support to UNDP Staff including project personnel e.g., protocol, visa facilitation, travel, and others.

 

Under the guidance of the Operations Manager and direct supervision of the Administrative Analyst, the ICT and Asset Management Associate leads the provision of ICT and asset management services in the including ICT management systems, daily technical support to users of information management tools and technology infrastructure.

The ICT and Asset Management Associate promotes a client-oriented approach and works in close collaboration with the operations, programme and project teams in the office as well as, when necessary, with MCO, UNDP regional and HQs staff to resolve ICT and asset related issues and information exchange.

 

Duties and Responsibilities
 
  1. Ensures implementation of ICT and operational strategies and introduction/implementation of new technologies, focusing on achievement of the following results:
  • Compliance with corporate information management and technology standards, guidelines and procedures for the office technology environment.
  • Full compliance of administrative management and inventory ensuring that proper asset management is performed in adherence to UNDP rules, regulations, policies and strategies and that inventory procedures are complied with at all office units.
  • Elaboration of internal policies and procedures on the use of ICT. Provision of inputs to the CO administrative business processes mapping and implementation of the internal standard operating procedures (SOPs).
  • Participation in development and implementation of ICT annual plan.
  • Provision of support to the use of ERP functionality for improved business results and improved client services.

 

  1. Ensures efficient functioning of office hardware, software packages and networks administration, focusing on achievement of the following results:
  • Operation of network utility procedures defining network users and security attributes, establishing directories, menus and drive-mappings, configuring network printers and providing user access.
  • Troubleshooting and monitoring of network problems. Ensure that the UNDP desktop and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks.
  • Response to user needs and questions regarding network access.
  • Maintenance of up-to-date parameters of information for the network clients and electronic mail.
  • Implementation of procedures for local drives to be moved to the UNDP cloud. Maintenance of backup logs. Organization of off-site storage of backups.
  • Timely LAN infrastructure and internet connectivity upgrade to meet UNDP requirements.
  • Maintenance of measures in place for business continuity and disaster recovery processes and procedures including backup and restoration of both server and local storage facilities.
  • Networks administration support to other UN agencies as required and preparation of bills for recovery of costs for the services provided.
  • Support to users in backing up and restoring their files by assisting migration of data to the UNDP cloud, as well as in virus detection, removal and prevention.
  • Provision of advice on maintenance of equipment and acquisition of hardware supplies, making routine repairs and change of hardware electronic components.
  • Ensure implementation of corporate UNDP systems.
  • Facilitate software for high impact results (office management system, electronic registry, etc.).
  • Identification of the opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (office management system, donor profile software, knowledge management systems).

 

  1. Provides administrative and technical support, focusing on achievement of the following results:
  • Provision of advice on and assistance in procurement of new ICT equipment for the office and projects, provision of technical specifications and information on best options in both local and international markets, review of quotations and bids.
  • Maintenance of an up-to-date inventory of the software and hardware.
  • Maintenance of a library of reference materials.
  • Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Procurement Team.
  • Provision of ICT support to key onsite and offsite events.
  • Provision of technical advice on ICT projects of the office.

 

  1. Supports asset management focusing on achievement of the following results:
  • Receiving, inspecting and verification of all incoming equipment, furniture and supplies and scheduling deliveries to users.
  • Tagging all furniture/equipment upon receipt from the supplier.  Update of non-expendable property inventory record and track movement of furniture piece.
  • Entry in Quantum of all the requisite asset management information.
  • "Capitalization" of appropriate items in accordance with UNDP's policies governing asset classes, estimated useful lives and elements of cost.
  • Utilization of Quantum, in line with the CAP and NONCAP profiles, to capitalize management assets in the UNDP balance sheet to trigger depreciation; and to "expense" item, in accordance with UNDP's policies and procedures to comply with IPSAS.
  • Support to the management on physical assets disposal.   Documentation preparation for submission to CAP; follow up on request and liaise with requesting unit and maintenance for disposal action and entry in ERP system of all the requisite details for recording disposals.
  • Support to the annual physical inventory verification and certification exercise by checking the accuracy of records and location of property.
  • Maintains the office attractive items list.
  • Preparation of inventory reports as required.
  • Maintenance of the filing system ensuring safekeeping of confidential materials.
  • Extraction of data from various sources.
  • Research and retrieval of statistical data from internal and external sources; preparation of statistical charts, tables, and reports.
  • Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to head of unit.
