Organizational Setting

The Office of Emergencies and Resilience (OER) is responsible for ensuring FAO's efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist Members to prepare for and respond to emergencies. OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization's programme to increase the resilience of livelihoods to food and agriculture threats and crises.

Acting early before the impact of forecast hazards is critical: it can save lives and protect livelihoods while increasing the resilience of communities over time. FAO’s Anticipatory Action (AA) work is focused on supporting high-risk countries with developing capacities to implement AA based on a forecast and upon an early warning to anticipate and mitigate the impact of shocks on agriculture and food security. To this end, FAO provides technical and operational support to strengthen: risk monitoring and early warning systems; setting of triggers for the activation of AA; AA programming; and the mainstreaming of an anticipatory approach into national climate and disaster risk management frameworks. FAO works in coordination with a large number of organizations engaged in implementing anticipatory actions worldwide and is a member of global inter-agency partnerships on AA. In FAO, this area of work is supported by a number of resource partners including the EU, Germany, Belgium, Sweden, Canada, Norway and the United States.

FAO is committed to making community engagement a core practice in AA as it improves the relevance, effectiveness, impacts and accountability of programming. The meaningful participation of at-risk and affected communities is key to designing, setting up, implementing, monitoring and learning from AA interventions. In this context, FAO is implementing a project with the objective of collecting, documenting and sharing good and promising practices and lessons learned on Community Engagement in the implementation of AA (CE in AA). The main outcomes of the project will be a compendium of relevant CE practices and approaches, a manual to guide FAO's Country Offices and relevant partners in implementing CE in AA, a training package to strengthen capacities of FAO COs and partners in ensuring that communities are actively engaged in the implementation of AA, and a series of knowledge visibility products capturing the experience and learning from this project.

Reporting Lines

The Project Coordinator (Community Engagement in Anticipatory Action) will work under the direct supervision of the Emergency and Rehabilitation Officer (Anticipatory Action), OER, with close collaboration with the Information and Knowledge Management Officer (KORE), OER, under technical oversight of the Programme and Results Team Leader, OER.

Technical Focus

Support the coordination and delivery of key outputs related to community engagement in Anticipatory Action, in the framework of the project Capturing emerging and good practices to improve Community Engagement in Anticipatory Action.


Tasks and responsibilities

• Oversee the coordination of the project Capturing emerging and good practices to improve Community Engagement in Anticipatory Action, including engagement with FAO Country Offices involved in the project, other relevant FAO teams at regional and HQ levels, as well as external subject matter experts and stakeholders. This includes the set up and coordination of a technical advisory group designed for the purpose of this project;
• Monitor and adjust as necessary the project's work plan and budget, and ensure timely and systematic internal information and knowledge management;
• Ensure timely implementation of project activities and delivery of products by convening and hosting regular meetings with relevant HQ-based technical teams and decentralized offices;
• Support the finalization and publication of a compendium of good and promising Community Engagement practices;
• Support the development of a manual on Community Engagement in AA that will provide easy-to-apply and customizable guidance on Community Engagement throughout the AA programme cycle;
• Support the piloting/field testing and subsequent finalization of the manual on Community Engagement in AA in pilot countries; and provide support to the organization of field research work;
• Support the development and roll out of training, learning and e.learning modules on community engagement in AA – including supporting field training and learning processes;
• Oversee the finalization process (technical review, clearance, translation, editing and publication) of all above products and coordinate their promotion/dissemination to relevant FAO and external audiences/users;
• Support other tasks related to the project, or other tasks related to community engagement in AA, upon demand;
• Conduct country support missions upon demand and coordinate missions from other team members (AA and KORE) in order to ensure alignment of support to project delivery as well as synergies with OER activities.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• University degree in Agriculture, Food Security, Economics, Natural Resources Management, Rural Development, International Relations, Social/political Sciences, or related fields;
• At least 5 years (Category B) of relevant experience in emergency programming for the humanitarian/agricultural/food security sectors, with specific focus on anticipatory action and/or community engagement, including work experience with national and international NGO’s, UN agencies, governments, donors;
• Working knowledge (level C) of English and limited knowledge (level B) of one of the other languages of the Organization (French, Spanish, Arabic, Chinese or Russian); For PSA, working knowledge (level C) of English.

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in emergency contexts;

• Extent and relevance of experience in knowledge management and/or in community engagement in emergency and development projects;
• Excellent research, report writing, analytical and communication skills;
• Demonstrated ability to analyse problems, make appropriate recommendations, effective decisions, including in emergency settings;
• Ability to plan and organize own work, deliver results and meet deadlines, within a multi-disciplinary team.
