Org. Setting and Reporting

The position is located in the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UNOHRLLS). Subprogramme 1 of the Office is mandated to mobilize and coordinate international support and resources for the effective implementation of the Programme of
Action for the Least Developed Countries, enhance its monitoring and follow-up and raise awareness and advocate with respect to the special needs of least developed countries. Responsibilities

Responsibilities: Within delegated authority, the Programme Management Officer will be responsible for the following duties:
• Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Contributes to the mainstreaming and follow up of the implementation of the Doha Programme of Action for least developed countries at the national level and acts as focal point in the Office for the country-level implementation of the Doha Programme of Action, in close collaboration with UN country teams, including by planning facilitating workshops.
• Researches, analyzes and presents information gathered from diverse sources on the economic and political situation in individual least developed countries, with a view to facilitating the integration of the DPoA into national development strategies of least developed countries.
• Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. and supports intergovernmental meetings
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other duties as required.

Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.

Experience in supporting intergovernmental processes related to least developed country priorities is desirable.

At least five years experience in analysing sustainable development challenges of least developed countries and providing related policy advice is desirable.

Experience in strategic planning, monitoring and reporting is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

United Nations Considerations
