Org. Setting and Reporting

This position is located in the Programme Office of the United Nations Office of Counter-Terrorism (UNOCT), in Madrid, Spain. The Senior Programme Officer reports to the Chief of the Special Projects Section within the Special Projects and Innovation Branch (SPIB) for the purposes of programme management, with additional supervision by the Field Coordinator in the Office of the Under-Secretary-General for political, diplomatic, and special administrative issues related to the Madrid office.

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 45 Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

The UNOCT Programme Office in Madrid was established to implement UNOCT projects in support of Member States efforts to prevent and counter terrorism and violent extremism in line with the four pillars of the United Nations Global Counter-Terrorism Strategy, and the priorities and guidelines established by the UNOCT Under-Secretary-General and UNOCT senior management. The Senior Programme Management Officer will lead the overall work of the Programme Office. He/she will also serve as Programme Coordinator of the United Nations Global Programme on Countering Terrorist Threats against Vulnerable Targets. UNOCT leads the implementation of the Global Vulnerable Targets Programme in partnership with the United Nations Counter-Terrorism Committee Executive Directorate, the United Nations Alliance of Civilizations, the United Nations Interregional Crime and Justice Research Institute and in consultation with INTERPOL. The Global Programme seeks to strengthen Member States capacity to prevent, protect, mitigate (impact), investigate, respond to and recover from terrorist attacks against vulnerable targets at the national, regional and global levels in human rights-compliant and gender-responsive way.

Responsibilities

• Takes the lead to develop, implement and evaluate all key management functions of the United Nations Global Programme on Countering Terrorist Threats against Vulnerable Targets as its overall manager and of the Programme Office as its Head; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; represents the Programme Office as required; identifies and initiates follow-up actions.
• Coordinates capacity-building assistance to Member States, upon request, to strengthen their capacity on the protection of vulnerable targets against terrorist attacks; directs subordinates in programme/project development, implementation, monitoring and assessment.
• Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
• Directs research and programme evaluation and presents information gathered from diverse sources.
• Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies, as needed.
• Directs substantive support to consultative and other meetings, conferences, and workshops.
• Supervises preparation of various written outputs, e.g., background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
• Maintains close relationship with other United Nations entities, regional and international organizations, as well as civil society, research and academic institutions.
• Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities.
• Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.) in regard to the projects under his/her responsibility.
• Serves as an effective spokesperson and establishes collaboration and partnerships with key officials and stakeholders at all levels inside and outside the organization.
• Ensures effective recruitment, utilization, supervision and development of staff. Guides, evaluates and mentors staff.
• May perform other duties as required.

Education

Advanced university degree (Master's degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in project or programme management, administration, international relations or related area is required.

Experience managing technical assistance and capacity building programmes involving multiple stakeholders is required.

Experience working with issues related to the prevention and countering terrorism and violent extremism is required.

Experience working with international organizations is desirable.

Experience with interagency coordination and supporting intergovernmental processes at the United Nations or in another intergovernmental organization is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English (both oral and written) is required; Fluency in Spanish and French is desirable. Knowledge of another UN official language is an advantage.
