Org. Setting and Reporting

The Independent Investigative Mechanism for Myanmar (IIMM) was established by the Human Rights Council in its resolution 39/2, adopted on 27 September 2018. The creation of the Mechanism was welcomed by the General Assembly in its resolution 73/264, adopted on 22 December 2018. This position is located within the Office of the Head of Entity, based in Geneva, Switzerland. The incumbent will report to the Deputy Head of the IIMM.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

- Participates in the development of the IIMM projects funded through extrabudgetary sources, including by preparing concept notes and project documents and assisting in the review and finalization of draft agreements between the IIMM and donors.
- Identifies, assesses, and tracks activities related to the implementation of assigned projects, in line with project documents and donor reporting requirements.
- Researches, analyses, and prepares various written outputs relating to assigned projects, including internal memoranda, external correspondence and reports for donors.
- Liaises with donors and provides substantive support for meetings by the Head/Deputy Head of the IIMM with donors and potential donors.
- Identifies and assists in the mobilisation of potential donors for assigned projects.
- Assists in the preparation of risk assessments and evaluations relevant to assigned projects.
- Carries out activities related to IIMM budgeting and resource management (budget preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/ reports (work programme, programme budget, etc.).
- Supports the development and implementation of activities related to the IIMM's overall governance, including support to oversight and efficient use of resources and internal controls.
- Performs other duties as required.

Ability to identify issues, analyze and participate in the resolution of issues/problems. Conceptual, analytical, and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources. Ability to apply judgment in the context of assignments given, plan own work in accordance with multiple deadlines and manage conflicting priorities. Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

An advanced university degree (Master's degree or equivalent degree) in law, human rights, international affairs, business administration, management, economics, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management or administration is required.

Experience in drafting documents for donor-funded projects, such as concept notes, project documents and donor reports are required.

Experience in project management in the field of international criminal justice, rule of law and/or human rights is desirable.

Experience working on issues related to Myanmar is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
