Under the the overall guidance of senior management and direct supervision of the Integrated Services Team Leader (Operations Manager), the HR Analyst ensures effective delivery of HR services in Country Office (CO). He/she interprets and applies HR policies, rules and regulations, implements internal procedures and provides solutions to a wide spectrum of complex HR issues. The HR Analyst promotes a collaborative, client-oriented approach and contributes to the maintenance of high staff morale.

The HR Analyst works in close collaboration with the Policy and Partnerships, Programme, Operations and project teams in the Country Office and UNDP HQ staff ensuring successful CO performance in HR management.

Duties and Responsibilities
1. Provides support to the implementation of HR strategies and policies focusing on achievement of the following results:
  • Full compliance of HR activities with UN rules and regulations, UNDP policies, procedures and strategies; effective implementation of the internal control, analysis of parameters in support of proper design and functioning of the HR management system.
  •    CO HR business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in HR management
  • Provision of advice and clarification to staff and managers on rules, policies, benefits and entitlements and facilitates obtaining timely authoritative interpretations from appropriate sources. 
  •  Active engagement in the CO strategic planning process through analysis and elaboration of proposals on the strategic approach to recruitment in the CO, preparation and monitoring of staffing budgets, proper use of contractual modalities, forecast of the staffing needs,
 2. Provides support to effective human resources management focusing on achievement of the following results:
  • Management of recruitment processes including job descriptions, vacancy announcement, screening of candidates, organization and participation in the interview panels and accountable for HR Audits and Spot checks.
  • Effective coordination with UNDP Global Shared Services Center (GSSC) and management of contracts in and outside Quantum (ERP).Monitoring and tracking of all transactions related to positions, recruitment, HR data, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations throughQuantum.
  • Support GSSC on management of international staff entitlements and position funding delegated to the HR Unit.
  • Leveraging OHR for transactional support, clustering of services and Integrated Talent Management for learning and recruitment tools, the HR Analyst focuses on assessing and optimally aligning the Sri Lanka workforce to evolving priorities and opportunities
  • Ensure Gender and disability inclusion in the HR related functions

3. Provides support to proper staff performance management and career development focusing on achievement of the following results:

 

  • Analysis of requirements and elaboration of the performance management policies for performance appraisal process, facilitation of the process for all contract modalities.
  • Active participation in the CO learning team and lead the learning committee
  • Preparation and follow-up of the CO learning plan
  • Organization/conduct of training for the operations/ programme/projects staff on HR and other learning activities as per the CO Learning Plan
  • Elaboration of proposals and implementation of strategic staffing policies in line with career development.

4. Ensures conduct of UN and UNDP-related surveys focusing on achievement of the following results:

 

  • The HR Analyst is fully engaged in country wide activities that effect the needs of all UN personnel including inter agency fora and statutory groups effecting and determining staff costs, entitlements, conditions of service, safety and well-being (e.g. salary surveys, Staff Association, hardship reviews, etc.)

5. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

 

  • Synthesis of lessons learned and best practices in HR.
  • Sound contributions to knowledge networks and communities of practice.
  • Active involvement in committees and CO initiatives

Required Skills and Experience
 
Education:
  • Master’s Degree or equivalent in HR, Business Administration, Public Administration or related field; or Bachelor´s Degree with 2 years of relevant experience.
Experience:
  • A minimum of two years of sound people management experience is desirable.
  • Demonstrated experience in good understanding and application of the Human Resources Management practice in an organization of the United Nations system of UN/UNDP is desirable.
  • HR Certification from a professional body is an advantage;
  • Experience in the usage of computers and office software packages is an asset (MS Word, Excel, etc);
  • Experience in handling of web-based management systems is desirable (ERP systems)
  • Fluency in English (Oral and Written) and the national language of the duty station is required
