Introduction

The International Renewable Energy Agency is an inter-governmental organisation headquartered in Abu Dhabi, mandated to promote the widespread and increased adoption and sustainable use of all forms of renewable energy in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity. IRENA’s mission is to play a leading role in the ongoing transformation of the global energy systems as a centre of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries. At present, IRENA has 168 Members (167 States and the European Union) that acceded to its Statute, and 16 additional States in the process of accession and actively engaged.

Within this mandate, the focus of the Knowledge, Policy and Finance Centre (KPFC) is on collecting data, developing knowledge platforms and conducting analysis to support the creation of enabling environments for investment and growth in renewables for achieving socio-economic development goals. This entails analytical work on policy, finance and socioeconomic benefits, building a gateway to knowledge, giving input to advisory services that the Agency provides to its member states and at regional levels, and targeted engagement with the private sector and civil society.

For countries and regions with developing economies, KPFC analyses the broader policy framework for the energy transition, with industrialization and socio-economic development taken as entry points, along with climate and other environmental benefits. In this regard, KPFC analyses the whole ecosystem needed to ensure that the energy transition delivers the socio-economic benefits that can be achieved, while strengthening the links to livelihoods and development to support holistic policy making that better aligns renewable energy deployment goals with socio-economic outcomes.

One example is the Africa Green Deal (AGD) which was presented in the Renewable Energy Market Analysis: Africa and Its Regions that was launched in 2022, which highlights the importance of a holistic comprehensive policy framework needed to link a renewables-based energy transition with the regional and national objectives of industrialization, economic diversification and socio-economic development. Strong institutions, international and south-south cooperation and innovative ways of using public funds are also key components of an AGD.

To support the design and implementation of an AGD, IRENA aims to strengthen the knowledge framework guiding decision-making on policy, financing and broader energy transition measures. This entails analysing the different aspects of an AGD; the current initiatives, gaps and measures needed to align with AGD objectives; as well as engaging with Member States to better contextualize the energy transition within development narratives and deliver tailored support. As the socio-economic implications of energy transition continue to gain prominence in regional and national discourse and issues of justice come to fore, it is anticipated that the body of knowledge will also serve as a reference point for other regions looking to design comprehensive policy packages to maximize the socio-economic benefits from a renewables-based transition.

Duties and Responsibilities

Under the direct supervision and guidance of the Director of the Knowledge, Policy and Finance Centre, the Programme Officer – Policy will be responsible for the following duties:

  • Undertake and lead specific analytical work related to the design and implementation of regional green deals, in particular an African Green Deal (AGD):
  • Conduct in-depth analysis on the different pillars underpinning the AGD, including the holistic policy framework, financing and structure of international and south-south cooperation;
  • Strengthen analysis on industrial policy design to support local value chains development for energy transition technologies and solutions in emerging economies;
  • Assess how public financing flows need to be effectively structured to advance a just and inclusive energy transition, including through an AGD; and
  • Improve analysis on how affordable and sufficient energy access and sustainable livelihoods can be linked with broader efforts to advance a just and inclusive energy transition.
  • Coordinate across internal units, in particular Renewable Energy Markets and Socioeconomics teams, and other divisions of IRENA on formulating common narratives on different pillars of a green deal;
  • Build partnerships and lead effective outreach activities for the promotion of IRENA’s work to a wide range of audiences;
  • Deliver capacity building and policy advice tailored to specific requests from Member States;
  • Conduct in-depth research, and reviews of academic literature on these topics, and engage with relevant experts and policymakers, with the goal of providing insights and recommendations for the above workstreams;
  • Prepare tailored, cutting-edge knowledge products, including written and verbal outputs (reports, briefs, background papers, conference and workshop presentations, etc.);
  • Ensure the timely and high-quality completion of all deliverables;  and
  • Perform other duties as required.

Planning and Organising: Develops goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; monitors and adjusts plans as necessary; uses time efficiently.

 

Qualifications

Education: Advanced University degree (Master’s degree or PhD) in economics, public policy, or energy policy. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of seven years of progressively responsible experience in policy programme development, and analysis of data and production of reports, preferably related to the energy sector; a proven track record of producing peer-reviewed publications and evidence of profound understanding of the renewable energy sector would be an asset.; experience in international co-operation and in dealing with multilateral agencies and forums.

Languages: Excellent command of written and spoken English is essential. Fluency in other languages would be of additional benefit.
