Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the Legal and External Relations Division (LEG).

Reporting Lines

Under the supervision of the Chief, External Relations, Protocol and International Cooperation Section, to:

Duties and Responsibilities

  1. Produce a wide range of speeches, statements, lectures and public statements for the Executive Secretary and, where required, for other senior staff in the Organization; 
  2. Research, analyse and verify information to develop  statements/speeches with compelling narratives that include relevant examples of CTBTO activities and achievements;
  3. Transform complex concepts into clear, meaningful, and compelling/convincing communications to assist in the delivery of the Organization’s objectives;
  4. Maintain up to date knowledge of relevant material, documents, reports and published analysis with a view to drafting and editing speeches, statements and talking points for the Executive Secretary; 
  5. Work closely with the Executive Secretary, ERIC colleagues and experts within and outside the Organization  to ensure speeches and other written products reflect the voice and vision of the Executive Secretary;
  6. If needed, provide content for print, video, social media and/or prepare/advise on slide presentations (PowerPoint) to support key speeches.
  7. Contribute as required to build and establish relationships with external and internal stakeholders to support the development of products.

Education

  • University degree in journalism, communications, international relations, political science, public administration or other related field; 

Work Experience and Qualifications

  • At least five (5) years of progressively responsible professional experience in writing English-language speeches and other executive communications, preferably part of which should have been at an international level;
  • Sound experience in writing speeches for senior or high-level officials and handling sensitive information within tight deadlines, including experience in creating, editing and proofreading within a professional organization is required;
  • Demonstrated track record of researching and producing high standard written work on complex technical issues for oral delivery on complex issues is required;
  • Ability to synthesize complex and sensitive information from a wide range of political and technical sources to develop thoughtful and original ideas is required;
  • Understanding of the varied political, technical and policy contexts in which the CTBTO operates is an advantage; 
  • Ability to write for an international audience with sensitivity to cultural context is required;
  • Demonstrated track record of performing under pressure and adhering to strict deadlines is required;
  • Proficiency in Microsoft Office, in particular Word and PowerPoint, is essential. Experience with other communication platforms including teleprompter software is highly desirable; 
     

Languages

  • Excellent written and oral communication skills in English are essential. 
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

Duration of contract:


The consultancy assignment is limited to a maximum period of 130 working days (on a call-off basis).
