As the global lead for SDG 4, UNESCO’s priority is to ensure that all children and youth in Jordan, regardless of their status, nationality, background, abilities, or gender, have access to inclusive and equitable quality education and lifelong learning opportunities. UNESCO focuses on supporting national institutions and stakeholders to transform and strengthen their education systems to be more resilient and responsive to crisis, while building strong governance and education management systems for evidence-based planning and monitoring. Data driven education policy and planning also support Jordan’s education system post Covid-19 pandemic and responds strategically to emerging challenges such as learning and equity losses. 
 

Through different initiatives, UNESCO is supporting the Ministry of Education (MoE) of Jordan to strengthen their EMIS platform in support of decision-making, policy analysis and formulation, planning, monitoring, and management at all administrative levels. 
 

In 2014, the MoE in Jordan selected the Open Education Management Information System (OpenEMIS) as their preferred Education Management Information System (EMIS) platform for data collection, management, and use. OpenEMIS is an initiative developed by UNESCO, in response to Member State’s need for tools to assist with educational strategic planning. Over the years, through European Union (EU) support and then through a Multi Partners Trust Fund (Canada, Italy, Norway, Switzerland) focusing on system strengthening, UNESCO has provided technical support at different levels such as related to the enabling environment, the system soundness or software development.
 

To complement the on-going system strengthening support, a new partnership between MoE, UNESCO and the European Union has been launched under the project ‘Technical assistance to support Jordan’s MoE’s EMIS platform for enhanced evidence-based decision making’. 
 

Within this context, UNESCO is seeking to hire a Programme Assistant to provide administrative and logistical support to the Education Unit in the planning, implementation, monitoring and evaluation of activities.

OVERVIEW OF THE FUNCTIONS OF THE POST

 

Under the overall authority and guidance of the Head of Office & UNESCO Representative to Jordan (HoO), direct supervision of the Head of the Education Unit/ED Programme Specialist, and with direct guidance and coordination of the Associate Programme Officer, the Programme Assistant will be based in the UNESCO Jordan Office and will be responsible for supporting the Education Unit activities implementation, in particular the EU project on a day-to-day basis by carrying out the following tasks and responsibilities, in particular linked to the above-mentioned project:

The duties and responsibilities include, but are not limited to:

 

1. Administration and Logistics

a. Draft routine correspondence, letters, reports, as well as documents related to administrative matters;

b. Assist in the preparation and organization of meetings, workshops, seminars, and other events;

c. Assist in preparing meeting minutes, internal briefs, reports, and media pieces;

d. Contribute to developing a filing system for the projects, and maintain filing accordingly;

e. Prepare travel plans and organize all logistical aspects for the various travel and missions linked to the programme activities, and UNESCO staff as required.

 

2. Procurement and Contract Management

a. Carry out procurement procedures, including preparing request forms, obtaining quotations and preparing purchase orders in line with UNESCO administrative rules and regulations and internal processes;

b. Assist in each stage of contract management, through the preparation of contracts, follow up with vendors and consultants on deliverables and deadlines, and processing payments in line with UNESCO administrative rules and regulations.

3. Translation

a. Assist in the translation, editing, finalization, layout, design, printing, and dissemination of project-related reports and publications;

 b. Provide support in translation of documents from English to Arabic and Arabic to English as required.

 

4. Communication

a. Support the development of communication and visibility materials and their dissemination;

b. Upload and organize photos and other communication and visibility materials related to the project, and for the Education Unit to the Education shared drive.

 

5. Undertake any other tasks as assigned by the Head of Office, Education Programme Specialist, and Project Officers, and provide administrative and logistical support to the Education Unit as needed.

Education

•    Secondary, technical, or vocational school in education, social sciences, interdisciplinary studies, administration or a related field for this position.

 

Work experience

•    Minimum 10 years and above of work experience in a similar function.

 

Competencies and skills

•    Excellent verbal communication and writing skills in English and Arabic;
•    Excellent coordination skills; 
•    Demonstrated proficiency in basic office software tools (MS Office suite) and use of relevant IT solutions; 
•    Excellent organizational, planning and prioritization skills;
•    Ability to be proactive and work independently with minimal supervision;
•    Ability to work efficiently under pressure and in a multicultural environment. 
 

Languages

•    Native Arabic speaker – oral, written, comprehension
•    Fluent in English – oral, written, comprehension

DESIRABLE QUALIFICATIONS

Education

•    A university degree (bachelor level) in in education, social sciences, interdisciplinary studies, administration or a related field for this position is an asset.

 

Work experience

•    Previous 2 years of working in the field of education is an asset.
•    Previous experience in working in the UN system, an international organization, or a non-governmental organization, and familiarity with administrative, financial, and procurement systems and processes.
