Purpose of consultancy

To provide technical expertise to the WHO diabetes team in the following areas:

  • Communication;
  • Advocacy;
  • The consultant will contribute to providing communication material and advocacy across the workstreams of the Global Diabetes Compact. All outputs will be delivered in collaboration with the focal point of the WHO communication department.

Background

The WHO Global Diabetes Compact has the vision of reducing the risk of diabetes and ensuring that all people who are diagnosed with diabetes have access to equitable, comprehensive, affordable, and quality treatment and care. The work undertaken as part of the Compact will also support the prevention of type 2 diabetes from obesity, unhealthy diet, and physical inactivity.

The Global Diabetes Compact consists of six workstreams:

  1. Access to essential diabetes medicine and associated health technologies;
  2. Technical products;
  3. Prevention, health promotion and health literacy;
  4. Country work;
  5. Research and innovation;
  6. Governance, strategy, and partnerships.

Member States have shown support to the prioritize diabetes through the adoption by the 74th session of the World Health Assembly of the resolution entitled 'Reducing the burden of noncommunicable diseases through strengthening prevention and control of diabetes' (WHA74.4), including a first ever global coverage targets for diabetes, recently adopted by Member States during May of 2022, at the 75th World Health Assembly (Decision WHA75.11).

The targets endorsed are:

  • 80% of people with diabetes are diagnosed;
  • 80% of people with diagnosed diabetes have good control of glycaemia;
  • 80% of people with diagnosed diabetes have good control of blood pressure;
  • 60% of people with diabetes of 40 years or older receive statins;
  • 100% of people with type 1 diabetes have access to affordable insulin treatment and blood glucose self-monitoring.

The Global Diabetes Compact has also undertaken work on diabetes communication, specifically the issue of language and diabetes.

Deliverables

More specific Terms of Reference (TORs), including the exact deliverables, duration of assignment will be shared at the time of hiring for a specific assignment.

  • Output 1: Country stories.
    • Deliverable 1.1: Draft country, political brief and case stories of diabetes activities and technical products released.
    • Deliverable 1.2: Draft relevant clearances and liaising with countries and companies.
    • Deliverable 1.3: Contribute to the design of dissemination.
  • Output 2: Provide timely development of communication and advocacy materials for activities.
    • Deliverable 2.1: Contribute to timely development of communication and advocacy material for convenings related to the Global Diabetes Compact, in collaboration with relevant internal colleagues.
    • Deliverable 2.2: Coordinate and facilitate main events.
    • Deliverable 2.3: Design social media campaigns.
    • Deliverable 2.4: Draft key messages and themes for activities of the Global Diabetes Compact.
    • Deliverable 2.5: Draft post-meeting material in appropriate format (report, webpage).
    • Deliverable 2.6: Contribute to the translation and design of post-meeting material.
  • Output 3: Design and the production of a newsletter.
    • Deliverable 3.1: Create system for providing inputs to newsletter.
    • Deliverable 3.2: Provide timeline and arrangement for timely translation of newsletter.
    • Deliverable 3.3: Identify appropriate design and template for future newsletter.
    • Deliverable 3.4: Provide draft of newsletters.
  • Output 4: Films of the Global Diabetes Compact.
    • Deliverable 4.1: Draft concept note of films for the Global Diabetes Compact.
    • Deliverable 4.2: Implement comments to the draft from internal stakeholders and GDC team.
    • Deliverable 4.3: Review product by provider and compile feedback from internal reviewers.
    • Deliverable 4.4: Liaise with countries and companies to produce films reflecting on the work of GDC.
    • Deliverable 4.5: Liaise with the communication team and ensure correct approvals and alignment with WHO standards are obtained.
  • Output 5: Develop a communication plan.
    • Deliverable 5.1: Map out target audiences, timeline, key narratives and metrics for success.
    • Deliverable 5.2: Coordinate media outreach of communication activities.
    • Deliverable 5.3: Draft and place op-eds/editorials in media/journals, drafting press releases, organize and edit web content for WHO diabetes related material.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • First university degree in communication, journalism, public health or related area.

Experience

Essential:

  • Over 5 years of relevant experience working in a communications role which involves developing content and coordination.
  • Experience in the area of non-communicable diseases or the area of public health.

Desirable:

  • Relevant work experience with WHO and/or UN agencies, health cluster partners, or relevant non-governmental organizations.
  • Experience working in journalism, communications, advocacy, especially related to diabetes.
  • Experience working with journalists, and graphic designers.
  • Familiarity with the WHO style guide and communications practices.

Skills/Knowledge:

Essential:

  • Ability to work independently and collaboratively.
  • Ability to priorities and manage work to critical project timelines in a fast-paced environment.
  • Knowledge of best practices related to diabetes communications, including WHO work and the language matters movement.
  • Social media skills, including Twitter, LinkedIn, Instagram and other platforms.

Languages required:

Essential:

  • Expert knowledge of English.

Desirable:

  • Intermediate knowledge of other WHO languages.

Location

Off-site – Home based.

Travel

The consultant might be expected to travel, depending on final terms of reference.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B - USD 7,000 – 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract:

1-11 months. Additional contracts may be offered based on satisfactory performance and programme needs.
