We are looking for a national Site Management Adviser who will technically supports the site management workstream within Afghanistan in technical development, strategic direction, and quality assurance. And who will be responsible to provide technical support (develop tools, guidelines, provide capacity building and help identify programmatic opportunities) to the Site Management Project Managers and their teams across Afghanistan and enhance internal and external coordination to implement protection activities according to standardized procedures and protocols.

What you will do: 

  • Develop Site Management (SM) strategy, technical guidance and Macro LFAs that are aligned with country, regional and global strategies and priorities
  • Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  • Identify trends technical standards and donor priorities
  • Follow up on compliance with contractual commitments within Site Management, ensure high technical quality and synergies in project implementation
  • Provide technical direction and project implementation support for site management. 
  • Ensure that key learnings are extracted from the SM programme implementation, and incorporate them in CC and staff development processes
  • Provide systematic training and build capacity of technical staff
  • Represent NRC in relevant forums/clusters, including with national authorities and donors

Specific responsibilities

  • Develop NRC Afghanistan community of practice on Site Management modalities.
  • In coordination and with the technical support of the PfV Specialist, conduct regular monitoring and mentorship visits to all field and area offices with operational SM teams. . 
  • Draft external products on displacement trends and key advocacy points for broader engagement on durable solutions at the country-level. 
  • Support in the development and contextualization of tools, guidelines, and SoPs for SM projects across the country. An emphasis is placed on developing guidance according to the dynamic environment in Afghanistan with a focus on areas of return. 
  • Facilitate capacity development trainings and mentorships for the SM teams across Afghanistan, focusing on improving technical quality, follow-up, and additional skill learn. 
  • Develop a SM strategy with an emphasis on partnerships, grassroots network, civil society, and coordination with identified local actors. 
  • Ensure Safe and Inclusive Programming minimum standards within SM programming and within the informal settlements in which NRC works. 
  • Strengthen the area-based approach within Afghanistan, including coordination mechanisms, harmonized approaches, and advocacy. 
  • Lead SM integration with other strategic pillars within PfV and with other CCs within Afghanistan. 
  • Contribute to proposal design, implementation and adaptation in coordination with the PfV Specialist. 
  • Provide regular contextual and programmatic updates to the PfV Specialist on the program’s progress, priorities, and constraints. 
  • Consistently and proactively monitor/assess the safety and security in the field; 

What you will bring: 

  • Minimum 5 years of experience within technical expertise area in humanitarian contexts
  • Experience from working in complex and volatile contexts
  • Minimum 3 years of expertise as Camp Management (CM)/Camp Coordination and Camp Management (CCCM)/Urban Displacement and Out of Camps (UDOC) Senior Manager or Specialist
  • Knowledge and skills in cash-based programmes
  • Fluency in English, both written and verbal
  • Previous experience in Afghanistan or neighboring countries is an asset
  • Knowledge of local languages is an asset

  • 50% travel, approximately to field.
