An exciting, rrewarding opportunity for passionate Humantarian candidates, as we are seeking an ICLA Specialist to join our team in Kabul - Afghanistan. The purpose of the ICLA Specialist position is technical development of the Core Competency (CC), strategic direction and quality assurance, and quality control. The ICLA Specialist is responsible for the capacity building and mentoring of CC staff. 

What you will do:

  • Develop ICLA strategy, technical guidance and Macro LFAs;
  • Contribute to fundraising and lead on funding proposals, budgets and donor reports
  • Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation;
  • Provide technical direction and project implementation support; 
  • Ensure that key learnings are extracted from ICLA implementation, and incorporate them across the CC including staffing development processes;
  • Provide systematic training and build capacity of technical staff;
  • Represent NRC in relevant forums/clusters, including with national authorities and donors.

What you will bring:
•    Minimum 5 years of experience within technical expertise area in a humanitarian/recovery context
•    Experience from working in complex and volatile contexts
•    Core competency (ICLA) expertise
•    Fluency in English, both written and verbal 
•    Knowledge of the context in Afghanistan preferred;  
•    Experience of senior Cluster/TWG/TF coordination; 
•    Experience of technical legal advocacy;
•    Experience of implementing LID, HLP and ELP programming.

What We Offer

  • Kabul, Afghanistan duty station.
  • 24 -months contract duration.
  • 50% travel, approximately to field.
