Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.

The overall objective of UNEP's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The Climate and Clean Air Coalition is a voluntary multi-stakeholder partnership working at the Nexus of climate and clean air. It supports and catalyses the reduction of short-lived climate pollutants by fostering and strengthening high level commitments, mobilizing partners (incl. UNEP), raising awareness, supporting sectoral and national planning, policy and implementation, advancing policy-relevant methane, Hydrofluorocarbons (HFCs) and black carbon analysis and tools, strengthening institutions, and scaling up finance. It also supports the implementation of the Global Methane Pledge (GMP), embodying the Secretariat to the GMP.

This assignment is in UNEP's Industry and Economy Division, Energy and Climate Branch, Secretariat for the Climate and Clean Air Coalition (CCAC), Paris duty station. Under the direct supervision of the CCAC Administrative Officer, and in close coordination with the Head of the CCAC Secretariat and the CCAC team, the incumbent will be responsible for providing Finance and Programme Management Support to the CCAC Secretariat in implementing the following work components:
• Engagement strategy implementation (call for proposals).
• Supporting national and transformative action through advanced comprehensive national planning with CCAC Country partners (call for proposals).
• Respond to specific mitigation needs/requests from country partners or from regions (or groups of country partners-call for proposals).
• Support institutional strengthening, including hiring national consultants.
• Secretariat Support in trust fund and budget management.
• CCAC meetings.
• Implementation management including monitoring & reporting.

Specific areas of responsibility:
• Assists in the budget and finance management of the CCAC Secretariat, development of trust fund overview for submission to the Board and publishing in the CCAC annual report and standard financial report to CCAC donors
• Monitors status of expenditures and allotments through SAP system, records variations, updates
budget tables, prepare budget revisions; verifies availability of funds
• Acts as a liaison with administration for invoicing and programming the incoming
contributions to the Trust fund
• Assist is assigning budget lines, developing cost plans for CCAC approved work components and development of CCAC annual work plan and budget
• Facilitate the operational management of implementing partner and consultancy contracts including payments processing, keying expense report and compliance with control systems
• Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
• Assists in keeping master data up to date: business partner records, banking details, entities focal points
• Assist in the organization of CCAC meetings by extending support in travel management and logistics of meeting participants.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent degree) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.
Experience using financial systems/finance modules of enterprise resource planning (ERP) such as Oracle, SAP, Agresso, or PeopleSoft or similar software is required.
Experience working in a large organization or multinational entity is required.
Experience providing support on budgetary issues that involve extra-budgetary/donor funds is desirable.
Experience implementing project-based donor contribution agreements is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.

NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand)
and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.
