Result of Service

Expected tangible and measurable output(s):
• Report including substantive and technical status mapping of the existing control delivery mechanisms and recommendations to enhance control delivery capacities and capabilities (including but not limited to: related national legislation or regulations review; identification of lead agencies with regards to controlled deliveries; review of the preconditions for their use; judicial process authorizing control delivery and their framework; and existing procedures/protocols/guidelines).
• Recommendation reports and drafted proposals for enhancement of Control Delivery mechanisms, governance, and policies, including with regional partners.
• Strategic action plan of capacity-building and technical assistance to strengthen control delivery mechanisms, including with regional partners in the region.
• Developed guidelines, Standard Operating Procedures (SOPs), and all other policies and governance documents, adapted for the Control Delivery Mechanisms.
• Activities related documents: including but not limited to, support documents for the different activities (agendas, substantive background documents, study cases/exercises, presentations, terms of references, training/modules related documents and all relevant documents); analysis reports of roundtable and workshops; activity reports.

(Baghdad), with travel within the region (Turkey, Austria, Egypt, and other TBC countries in the Middle East and North Africa Region)

Duties and Responsibilities

1. Background of the assignment:

In the Middle East and North Africa region, UNODC operates under the UNODC Regional Programme for the Arab States to Prevent and Combat Crime, Terrorism and Health Threats and Strengthen Criminal Justice Systems in line with International Human Rights Standards (2016-2022), as well as the resolutions adopted by the Commission on Narcotic Drugs (CND) and the Commission on Crime Prevention and Criminal Justice (CCPCJ), which guide UNODC work at the global level.

UNODC mandates are grounded in the:
• International drug control conventions;
• United Nations Convention against Transnational Organized Crime (UNTOC) and the Protocols thereto;
• United Nations Convention against Corruption (UNCAC);
• International instruments related to the Prevention and Suppression of International Terrorism;
• United Nations standards and norms in Crime Prevention and Criminal Justice;
• Relevant United Nations General Assembly and Security Council Resolutions.
As the United Nations specialized entity in criminal justice reform and countering organized crime and terrorism, UNODC possesses the technical expertise to address those challenges in a comprehensive and integrated manner. UNODC offers support in the adoption and implementation of international conventions and instruments on drugs, crime and terrorism and direct technical assistance for law enforcement and justice authorities and professionals. As the guardian of the United Nations drugs and crime conventions, UNODC focuses on strengthening its partners' capacities to act in a more effective, efficient, and fair manner, in accordance with international law, standards and norms.
As part of the project implemented by UNODC in the Arab Republic of Iraq on “Strengthening the Capacities of Iraqi law enforcement and criminal investigation services”, funded by USA/INL, under the special investigation techniques component, one of the objectives is the provision of capacity building capacities to selected law enforcement investigation agencies/ directorates in the areas of specialized investigation practices needed to conduct complex investigations and “go beyond seizures”.

Qualifications/special skills

An advanced university degree (Master's degree or equivalent) in international law, criminal law, political science, international relations or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be considered in lieu of the advanced university degree.
• At least ten years of professional experience is required in law enforcement complex criminal investigations with a special focus on control delivery mechanisms and the fight against national/transnational organized criminal networks investigations, from a law enforcement perspective, and related areas at national and international level is required;
• Specialist knowledge in control delivery mechanisms and governance is required; Development of standard operating procedures, guidelines and/or best practices required;
• Practical professional experience in the delivery of technical assistance and training required;
• Previous working experience in or in relation to MENA region is desirable. Work experience with the United Nations or similar international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English with excellent drafting skills is required. Working knowledge of Arabic would be desirable. Knowledge of another United Nations official language is an advantage.
