THE ROLE AND ORGANIZATIONAL CONTEXT

 

The Economic and Market Analysis Unit (RAM-E) of the Research, Assessment and Monitoring (RAM) Division is seeking to fill an Economist position, who will be based at the United Nations World Food Programme Headquarters in Rome, Italy.

 

The RAM Division leads WFP’s food security analysis, supporting a large network of analysts in Regional Bureaus and Country Offices. Food security analysis is a cornerstone of the organization’s work as it provides WFP, governments, and partners with the essential information to identify populations in need and target the most appropriate type and scale of interventions, as well as the necessary knowledge to inform policy decisions and advocacy efforts. Food security analyses include emergency and in-depth household and market assessments, spatial analysis, early warning information, food security and price monitoring, and economic and market trend analyses.

 

The Economic and Market Analysis Unit (RAM-E) is primarily responsible for global and local economic analysis, market studies, and price monitoring. In particular, the RAM-E main areas of work are as follows:

 

a) developing novel methodologies to support market assessments and inform WFP operations, including by maintaining a global market assessment database;

 

b) maintaining a global food price database to undertake price analysis and publish global market monitor briefs;

 

c) supporting analysis of essential needs and the development of minimum expenditure baskets to inform programme design;

 

d) developing modelling techniques to predict the impact of various types of shocks on food security and how assistance can counteract these effects;

 

e) monitoring global economic trends and analysing the impact of major economic shocks such as the COVID-19 pandemic on global food security.

 

KEY ACCOUNTABILITIES (not all-inclusive)

 

The candidate will contribute to the overall work of the RAM-E Unit and, more specifically,

 

  • Keep up to date with, provide briefs and advise on global and regional economic and market developments and issues and the potential impact upon WFP activity to build effective programme capabilities.

 

  • Lead and conduct economic analysis for WFP at the global and regional level, guiding WFP Country Offices to predict and manage foreseeable risks relevant to food security.

 

  • Enhance WFP’s leadership role in economic and global market analysis by representing WFP in meetings with strategic partners, contributing to technical discussions and joint publications as well as exchanging knowledge and experience with other institutions.

 

  • Facilitate the timely and productive use of information in line with WFP processes and standards. Contribute to the development of systems and approaches for market assessments and price monitoring in line with innovative methodologies and best practice.

 

  • Support partners to enable sharing of experiences, lessons learned and standard methodologies. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

 

  • Build capacity of WFP staff, external organizations and national governments to conduct economic and market analysis to effectively inform policies and programmes.

 

  • Provide coaching and guidance to colleagues to ensure their development and enable them to perform at their best.

QUALIFICATIONS AND KEY REQUIREMENTS

 

Education:

 

You have:

 

  • Advanced university degree in economics, agricultural economics, development economics, statistics, or similar field. A PhD is desirable.

 

Experience:

 

You have:

 

  • At minimum of 5 years of progressively responsible professional experience in economic analysis and food security, macro-economic analysis, econometric analysis of time series and/or panel data or related field.

 

  • Proficiency in statistical software R, STATA or equivalent.

 

Language:

 

You have:

 

  • Fluency (level C) in the English language.

 

  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

 

MORE ABOUT YOU

 

  • A good knowledge of the linkages between economics and food insecurity and, ideally, experience in quantifying the food security impact of economic shocks.

 

  • A solid understanding of food commodity markets and relevant outside markets such as energy or fertilizer.

 

  • A strong foundation in econometrics or statistics and a passion for quantitative analysis; familiarity with methods for advanced price analysis as well as experience with general equilibrium modelling or impact evaluation are a plus.

 

  • Strong writing skills.

 

  • Experience in research and a track record in peer-reviewed publications.

 

  • A proven ability to deliver high-quality work under tight deadlines and find pragmatic solutions.

 

  • Experience in interagency collaboration.

 

TERMS AND CONDITIONS

 

Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
