Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Department of Management and Finance (DMF) is responsible for managing the material and financial resources of the Organization. The objective of DMF is to provide efficient and effective management of non-staff resources in support of OSCE programmatic activities. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination Unit.  

 

Mission Support Section (MSS) provides the working framework for OSCE's procurement and contracting assets, logistics, transport, travel and facilities management activities. It also acts as the policy development and co-ordination point for resource administration in the OSCE's Executive Structures in relation to these activities, including providing on-site assistance and technical training programmes.
 


Tasks and Responsibilities:

Under the supervision of the Logistics and Transport Officer, as Senior Logistics and Transport Assistant, you will be tasked with the following:

 

  1. According to the nature of the OSCE's assets holdings and distribution, proposing effective methods for risk prevention, insurance and/or self-insurance; verifying best practices applied by partner organizations, proposing applicable practices for implementation;
  2. Evaluating current insurance terms and conditions and making proposals for improvements; providing guidance and on-site support to his/her counterparts in Fund Administration Units of OSCE Executive Structures (ESs), when required;
  3. Analysing accident/incident rates in terms of safety (including vehicle safety), as well as in terms of responsibilities and liabilities of staff; developing and proposing for implementation appropriate preventive measures to improve safety record; developing and implementing programmes for adequate training of drivers and operators of technical equipment in co-operation with ESs;
  4. According to the volume of assets held, shipped and operational vehicles, monitoring and administering insurance coverage in the areas of vehicle insurance, general third party liability insurance, electronic equipment insurance, transport and warehouse insurance and other non-staff related areas; advising ESs on standard corporate insurance related costs; providing related support to ESs during budget planning process;
  5. Consolidating monthly insurance requirements of various ESs; preparing monthly insurance reports for submission to the Insurer; evaluating and processing accident claims with respect to OSCE property and/or to third party claims in co-ordination with the ESs; preparing a conclusive documentation set for each case for submission to the Insurer;
  6. Monitoring the status of each insurance claim, ensuring that insurance refunds and payments to third parties are processed and recorded in the system; reviewing and clearing for payment all invoices for insurance services;
  7. Assisting all ESs in obtaining all the necessary documentation required for the proper registration of vehicles either with OSCE plates or local diplomatic plates;
  8. Assisting in the implementation of managerial decisions with regard to the transfer of OSCE vehicles between ESs; 
  9. Making arrangements for adequate maintenance of OSCE Secretariat vehicles in Vienna and in other locations; assisting ESs with limited local capacity in sourcing spare parts;
  10. Co-ordinating private fuel tax refund for Secretariat staff with diplomatic status; informing supervisor about any anomalies or discrepancies found in tracking of fuel, usage of vehicles; 
  11. Co-ordinating logistics for private usage of vehicles by eligible Secretariat staff as per established instructions;
  12. Performing a range of Logistics and Transport related administrative and financial-related tasks, such as tax exemptions, applications to the MFA, raising Purchase Requisitions, reporting and coordination tasks;
  13. Performing other related duties as assigned by the supervisor; may be called to drive official vehicles.

Necessary Qualifications:

  • Completion of secondary education, supplemented by a specialized training in insurance management, international logistics and transport;
  • Possession of a valid driving license Category B;
  • Minimum six years of relevant experience in logistics with specialization in insurance, fleet management, logistics;
  • Field experience with international organizations is desirable;
  • Excellent written and oral communication skills in English; working knowledge of German would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience with Microsoft and Oracle applications.

 

Remuneration Package:

Monthly remuneration, subject to social security deduction, is EUR 4,800 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
