The overall objective of this 3-year, EU-funded, Project is to provide support to the full reform of the overall national disability determination system with a view to achieve more just, equal and easier access to rights to all kinds of cash benefits and services for persons with disabilities, in line with the national positive legislation and the ratified UN Convention on Persons with Disabilities. The support will be provided through technical assistance for the development of new (legal and institutional) national disability determination system, capacity building of all relevant line sectors and their professionals and civil servants and raising public awareness among specific target groups and general population.

The specific objective of the project is the reform of the national Disability Assessment and Determination System. In order to achieve the specific objective of the project, the following key results are foreseen:       

1. Development and adoption of new standardized, unified, national functionalities/abilities-based criteria for disability determination for all the five sectors dealing with disability assessment: Social welfare (cash transfers/benefits and services), Pensions, War veterans, Employment and Education.

2. Institutional rightsizing and reorganization – by downsizing of current 32 Commissions to one unique Disability Determination entity (Institute for Disability Determination).

The disability determination is under jurisdiction of two line Ministries: Ministry of Labor and Social Welfare (sectors: Social protection, Employment, Pensions and War Veterans) and Ministry Education. Close cooperation with other national level institutions, such as the Pension and Disability Insurance Fund, the national Employment Agency and social welfare centers, Institute for Public Health is envisaged as well.

Following the principle “Nothing About Us Without Us”, persons with disabilities representatives’ role, engagement and constructive contribution are essential, and it will be ensured throughout the project implementation and reform process the project will support.

 
Duties and Responsibilities
 
Under the direct supervision of UNDP Assistant Resident Representative, the Project Analyst will perform the following activities:

Project Manager general duties:

  • Manage /implement the project activities and contribute to the further development of the project through its promotion and partnership building with the relevant stakeholders and relevant international and local partners;
  • Coordinate resource mobilization activities and negotiate with donors for projects/activities within the framework of the project and maintaining regular communication with them;
  • Contribute to the formulation and development of new projects and strategic plans that are in line with the UNDP strategic focus;
  • Monitor implementation progress and ensure quality and timely reporting to donors and Project partners;
  • Maintain regular communication with other UN Agencies, CSOs, international organizations and stakeholders interested to provide further support to development of the efficient disability system in Montenegro.
  • Identify opportunities for synergies between the Project and ongoing and planned UN programmes.

Project implementation component:

  • Maintain regular communication and provide advisory and implementation support to identified institutional partners in their endeavors towards development of the effective national disability determination system; 
  • Organize project teamwork in line with the Project document including consultants; prepare and assign due tasks, monitor progress and motivate them; 
  • Ensure that the project work plan (log-frame) are prepared and updated on time and reflect project objectives and outputs;
  • Ensure timely coordination and recruitment of individual consultants;
  • Ensure that procurement of goods and services under the project is undertaken in an optimal quality manner; 
  • Monitor implementation progress and ensure quality and timely reporting to project partners and internally;
  • In cooperation with the Programme Assistant support maintenance of complete accounting records of all the project activities (budget, commitments, expenditures, income); ensure proper follow up in relation to project expenditures, approval, and financial reporting;
  • Be responsible for title of transfer of all the assets purchased and used under the project;
  • Monitor the resources being spent i.e. approve requisitions in Quantum, and certify/confirm receipt of goods and services.

Oversee day-to-day Project activities:

  • Assist in identifying relevant sources of expertise for project/activity implementation;
  • Review the official documents and communications;
  • Advice the respective Team Leader/supervisor on potential adjustments of actions and procedures in light of changing requirements, issues, risks and needs;
  • Monitor regularly the relevant events and/or subjects in the local media.

With the Country Office Communications support, the incumbent will make sure that the Project takes account of principal components of communications/advocacy campaigns in order to:

  • Ensure project visibility by keeping target public informed about Project objectives, results/achievements and their impact on the recipient communities;
  • Ensure that outputs produced by the project are adequately communicated in partnership with relevant institutions and donors;
  • Contribute to the learning and knowledge sharing within UNDP and among external partners at the country, regional and global levels.

Institutional Arrangement

The Project Analyst reports to the Assistant Resident Representative. S/he works in close collaboration with other members of the programme team, the operations team, UNDP HQs global and regional other UN Agencies staff, government officials, technical advisors and experts, multi-lateral and bi-lateral donors, civil society and private sector. The Project Analyst supervises one Project Coordinator.

  • Knowledge and relevant experience in public sectors reforms undertakings, preferably in social welfare (social protection, employment, pension insurance) or health and education sectors;
  • Knowledge and experience in dealing with the national system and legislation related to the persons with disabilities.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages; experience in handling of web-based management systems.
Required Skills and Experience
 
Education:
  • Master´s Degree in Economics, Social Science, or other related field;

  • Bachelor’s Degree in Economics, Social Science, or other related field with 2 additional years of experience could be considered in lieu of Master´s Degree.

Experience:
  • Minimum 2 years (with Bachelor’s degree) of relevant experience in project implementation and negotiations with donors, is required.

Required Languages:

  • Fluency in English and Montenegrin (written and spoken).
