Org. Setting and Reporting

This post is in the Department of Peace Operations (DPO), Division of Policy, Evaluation and Training (DPET), Integrated Training Service (ITS). DPO provides political and executive direction to UN Peace operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, mine action and other relevant issues to other UN political and peacebuilding missions. The Division of Policy, Evaluation and Training (DPET) is mandated to develop and disseminate the policy and doctrine guiding the work of Peacekeeping. In addition, the division has the responsibility to evaluate, at the request of the heads of the departments, how those policies are being applied, gather lessons learned and best practices, and use that information to guide the development, coordination and delivery of standardized training, so as to complete the learning cycle. Responsibilities

Under the overall supervision of the Chief of Integrated Training Service (ITS), the incumbent is responsible to:
- Plan, coordinate, conduct, evaluate and report on DPO UN police, military, and civilian training activities including workshops, courses, and seminars conducted for UN Peace Operations and for Member States both in Mission and at Headquarters.
- Prepare inputs towards the standardization of peacekeeping training in the field and provide training assistance, support and guidance to Mission Trainers in UN Peace Operations both remotely and in the field.
- Develop DPO peacekeeping training policy and staff papers on training issues for the Policy, Evaluation and Training Division.
- Develop, maintain and promulgate UN DPO standardized training for UN peacekeeping Operations.
- Support the maintenance of ITS police peacekeeping training databases and websites, participate in the deployment and use of electronic learning management systems and promulgate standardized UN peacekeeping training publications.
- Deploy to UNPKOs to deliver UN peacekeeping training and evaluation activities.

Education

Graduation from a police academy or similar law enforcement institution is required. An advanced university degree (Master’s or Doctorate degree, or equivalent) in learning and development, education or a related area such as social science is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

Minimum of five (5) years of progressively responsible experience in law enforcement is required.

Minimum of three (3) years' experience in practical delivery of training and development (of strategies and programs, including training design, and capacity building matters) is required.

Minimum of one (1) year of operational experience as a member of a UN peace operation mission is required.

Minimum of one (1) year of service in a national police training institution or UN peace operation training institution or training center is desirable.

Applicant must be a retired police officer at the rank of Chief Inspector or other Service equivalent rank is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both oral and written English is required. Fluency of French is desirable. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
