Overview

Reporting to the EGHS Project Director, the Principal Technical Advisor will oversee all monitoring, evaluation and research (MER) activities for the Enhancing Global Health Security project.

The Principal Technical Advisor is accountable for building and leading new, innovative solutions, as well as operating context for the delivery and execution of high-quality technical approaches that reflect best practices in global health security. They work with the goal of meeting emerging priorities and needs, both internally and externally, further solidifying the technical area as a centre of expertise and industry leader.  They will ensure quality across multiple initiatives, projects, and programs and by leading the development of new solutions to extend program reach and achieve program objectives.

As a representative of Jhpiego, the Principal Technical Advisor will work across EGHS global and country project teams to institutionalize best practices and innovations across the portfolio, acting as an advocate for the adoption of new, innovative solutions as regular practice. They will support Jhpiego’s global positioning and reputation in global health securities by representing the organization externally and will support the development of new strategic partnerships. The Principal Technical Advisor will mentor, build capacity, identify learning, design MER approaches for new business opportunities by leading the development and implementation of workplan priorities.  

 

Responsibilities

Technical Assistance and Quality Programming

  • Provides senior level, high-quality monitoring, evaluation and research (MER) technical assistance by combining industry knowledge and best practices to the EGHS global project.
  • Ensures that EGHS country projects adapt and implement are technically sound, cohesive, evidence-based, and responsive MER strategies to the priorities and needs of the countries and CDC.
  • Ensures cohesive and integrated technical approach across project components to maximize impact in the domains of laboratory, Surveillance, Emergency Response Operations, and Infection Prevention Control
  • Leads the development of new MER solutions to extend program reach and achieve program objectives.
  • Leads the development of MER guidance and learning resources including tools and innovations for accelerating achievement of results.
  • Assesses and analyses data and identifies trends.
  • Addresses complex programmatic and technical challenges by working across project and partner staff to develop or adapt technical interventions or approaches to accelerate progress.
  • Obtains buy-in from donors, partners and government stakeholders to ensure programming and technical approach is responsive to needs and priorities.

Global Technical Strategy Development and Implementation

  • Provides thought leadership for development of Jhpiego’s global health security MER strategy and approaches for technical area based on knowledge of donor trends, stakeholder needs, and priorities across the organization.
  • Leads implementation of MER priorities identified in global health security strategy and workplan

NPD & Donor Relations

  • Serves as a member of technical design team and supports business development activities including supporting new opportunities by writing and reviewing MERL/DH sections of proposals including drafting M&E sections, performance monitoring plans, data management plans and evaluations for bids with the new business development team
  • Provides technical input into new business development opportunities in the global health security field.
  • Develops strong working relationships with partners and with proposal teams to design technically sound and responsive MERL/DH sections in line with technical programming.

Organizational Representation

  • Identifies opportunities to demonstrate Jhpiego’s technical excellence in external fora.
  • Positions the organization as an insightful thought leader through participation in external advisory or working groups, global meetings and events and international conferences.  

KM & Learning

  • Provides support to the realization of external communication priorities including supporting the development of success stories, blogs, and other program and technical related communication materials that demonstrate Jhpiego’s technical expertise, results, and programming excellence
  • Supports field staff to present and disseminate learning from country implementation
  • Contributes to the development of peer-reviewed publications.

Required Qualifications

  • Fluent French language skills
  • Advanced degree in public health (international health, epidemiology, biostatistics, population or related social science), statistics, research, economics, behavioral science, or related field
  • 8 years' experience monitoring and evaluating large global health programs
  • Comprehensive understanding of current global health funding priorities and players
  • Experience with new business development, including writing and reviewing proposals and contributing to technical design
  • Experience with USAID-funded EGHS projects and/or other donor funded projects
  • Excellent interpersonal and cross-cultural skills including the ability to communicate technical content verbally, in writing and through dynamic presentations
  • Strong technical and programmatic background in MERL, especially management, technical support and programmatic direction
  • In-depth knowledge of performance monitoring and data use for performance improvement
  • Experience in developing MERL systems for projects and country programs
  • Knowledge of health information systems
  • Experience in designing and conducting program evaluations
  • Experience in implementation research, including use of both quantitative and qualitative methods
  • Proven leadership skills and expertise in strategic program planning, implementation and management
  • Proven technical experience in the design, implementation, or measurement of technical interventions
  • Proven experience in leading highly skilled and qualified technical personnel
  • Proven collaborator with ability to see and create connections across vertical health areas, as well as across functional areas
  • Excellent understanding of the donor landscape for funding opportunities
  • Excellent understanding of USG systems and other donor structure and processes
  • Proven ability and experience developing productive working relationships with counterparts in other agencies and organizations worldwide
  • Results oriented with strong change management and decision-making skills
  • Proven ability to work in a complex, fast-paced, multi-cultural environment with multiple tasks and short deadlines
  • Excellent inter-personal and communication skills, including strong technical writing and presentation skills
  • Experience and ability to use DHIS2, Kobo toolbox and PowerBi
  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages: Python/R/SPSS SPSS, Epi Info, Stata
  • Ability to travel internationally up to 30% time

 

Preferred Qualifications

  • 10 years of related technical experience
  • Lived and worked in one or more low- or middle-income countries
  • Experience with USG (USAID, CDC) and Global Fund
  • Strong familiarity with International Health Regulations (including IHR 2005, JEEs) and approaches to measuring capacity for emergency outbreak response
  • Experience with, GIS or Qualtrics a plus.

The US-based salary range for this role is expected to be: $99,080 - $132,107
