Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative is to assist governments to develop policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The mission of the Food and Agriculture Organization of the United Nations (FAO) is to work to eradicate hunger and promote global food security together with balanced and complete nutrition. Our mandate is to raise levels of nutrition, improve agricultural productivity, better the lives of rural populations and contribute to the growth of the world economy.

Our three main goals are: the eradication of hunger, food insecurity and malnutrition; the elimination of poverty and the driving forward of economic and social progress for all; and, the sustainable management and utilization of natural resources, including land, water, air, climate and genetic resources for the benefit of present and future generations.

FAO launched One Country One Priority Product (OCOP) is a five-year programme (2021-25) launched by FAO to promote at global, regional, and local levels the agricultural products with unique qualities and special characteristics that can contribute to the transformation to more efficient, inclusive, resilient and sustainable agri-food systems. Towards this effort, in Ethiopia a Technical Cooperation Project designed to strengthen Teff value chain through promotion of best practices for enhanced production and productivity.

Reporting Lines

The incumbent will work under the FAO Representative's general supervision and the technical oversight of the Crop Team in FAO Ethiopia and FAO-SFE, as well as in close collaboration with the relevant units of the MoA, and the Ethiopian Institute of Agricultural Research (EIAR) designated to work on the OCOP initiative.

Technical Focus

The Rural development expert will coordinate implementation of a project on Strengthening of the Teff value chain in Ethiopia through promotion of best practices for enhanced production and productivity (OCOP Global Action) in close collaboration with key partners, collect and analyze information, data and statistics and provide support to projects, products and services. Provide technical support, facilitate capacity building training, monitor and evaluate project implementation at field level and reporting to, especially FAO Ethiopia management, and the FAO-SFE Agricultural Officer (Crops) – focal point for OCOP in the SFE subregion.

Tasks and responsibilities

She/He will provide overall operational support to the project including the following main responsibilities:

• Oversee project implementation in accordance with the project document, approved work plans and budgets and in line with the policies and procedures of FAO;
• Ensure effective regular communication with the various government offices, as well as key public, private and development partners using different platforms
• Implement day-to-day project activities in close collaboration with the Ethiopian Ministry of Agriculture (MOA) and the Ethiopian Institute of Agricultural Research (EIAR) in consultation with FAO Ethiopia Agriculture Team, and Agriculture Officer (Crops) of FAO Sub-Regional Office (SFE),
• Prepare detailed implementation work plan for the project;
• Provide technical support to Crop Programme Directorate of MoA and Ethiopian Institute of Agricultural Research to ensure effective implementation of the planned activities of the project;
• Organize and conduct project inception and planning workshops to create equal understanding among implementing partners at all levels;
• Facilitate effective implementation of the project activities by project stakeholders such as MoA and EIAR
• Support the establishment and operations of the National Teff Innovation Platform (TIP) under the MoA;
• Support facilitation of a national policy dialogue through the TIP;
• Support the assessment of the existing situation on the role of public and private sectors on Teff supply chain and marketing to identify institutional and policy constraints;
• Support the preparation of tools for seed system security assessment (SSA) and information collection and share with stakeholders through capacity building trainings and monitor its implementation;
• Liaise with concerned staff in FAO to ensure timely procurement and distribution of project inputs to beneficiaries and transfer of project fund;
• Ensure preparation and submission of monthly, quarterly and final reports in timely manner; and
• Perform other duties as required by FAO.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• Candidate should be a national of Ethiopia.
• Advanced university degree in agriculture, plant science or related fields.
• Minimum of 5 years of practical and extensive experiences in crop assessment, agricultural extension, agricultural research, monitoring and evaluation of projects, marketing and related areas of work.
• Working knowledge of English and knowledge of local language of the duty station.
