Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 192-member National Societies. The IFRC Secretariat has a decentralized structure: five regional offices (each with several CCST and country offices reporting to it) covering the globe and responsible for frontline delivery through National Red Cross and Red Crescent Societies, backed by the Secretariat HQ based in Geneva.

As one of the five decentralized parts of the Secretariat, the MENA Regional Office (MENARO) based in Beirut; Lebanon supports 17 national societies in the region.

Job Purpose

As a member of the Regional Office team, the overall purpose of this position is to contribute to growing and maintaining a culture and practice of credible, reliable, timely, and cost-effective project cycle management for IFRC’s multilateral work in MENA.

The PMER officer will also contribute to ensuring that strong technical guidance to National Society PMER capacity is delivered. This will result in better information for management decisions, and strategic planning, as well as accountability and learning.

In addition, as part of the BHA-USAID project, the PMER officer will also ensure monthly follow-up and coordination with the NSs under BHA countries in the region, and will be responsible of the monthly, quarterly, and yearly reporting of the BHA project in addition to maintaining and updating the work plans with the NSs accordingly.

Job Duties and Responsibilities

Operational PMER responsibilities:

  • Support the revisions of emergency appeals and emergency plan of actions, reporting requirements and monitoring frameworks as required.
  • Coordinate with Country Offices/Cluster Country Offices throughout the cycle (planning, implementation, and closure) of all emergency responses and ensure the provision of proper PMER technical support whenever needed.
  • Responsible for the quality assurance edits required for the completion of operational narrative reports in compliance with the IFRC quality standards and timeliness to fulfil established deadlines.
  • Coordinate with HDCC Unit (Health, Disaster, Climate and Crises) counterparts throughout the cycle (planning, implementation, and closure) of all disaster and emergency responses.
  • Manage on documents’ coherence (plans and reports) with the financial documents (budgets and financial reports).
  • Contribute the development of proposals for contributions and monitoring of donor pledges to the MENA operations.
  • Maintain of and act-upon a tracker of operational reports due and overdue in liaison with finance and PMER teams.
  • Develop final year report to IFRC Geneva on yearly emergencies based on global report requirements.
  • Ensure close coordination with IFRC PMER team in Geneva secretariat, IFRC MENA Country teams, PMER and other technical units at the regional office and IFRC COs/CCSTs and relevant focal points from the movement partners.
  • With the support of IFRC Senior PMER Officers, provide technical support for NSs (setting Monitoring and Evaluation systems, tools, material, procedures, etc) according to the IFRC's Evaluation Framework.
  • Ensure through the developed M&E systems accessibility to data insights and provide the ability to use it in conjunction with existing Movement data and other regional data sources.
  • Document and promote good practices, knowledge management and institutional learning around monitoring and evaluation approaches and advise on lessons learned, best practices and technical innovation to be included in Movement plans and project designs.

National Society Development in PMER tasks:

In coordination with the PMER team, work with the MENA Red Cross Red Crescent Societies in providing technical support (remote and in the field) for operational planning, monitoring, reporting, and learning with accountability and evidence-based outcomes as part of the PMER capacity strengthening planning.

Education

University degree or bachelor’s degree in economic or social sciences or equivalent qualification - Required 

Experience

  • Three to five years of experience in working in a relevant role in a humanitarian context including at least 3 years of planning, monitoring and evaluation experience - Required 
  • Experience in developing monitoring and reporting systems - Required 
  • Demonstrated professional experience in an organization within the Red Cross and Red Crescent Movement, or in an international organization or NGO - Required
