Under the guidance and direct supervision of the Programme Specialist/Environment and Climate Action Cluster Leader, the Programme Analyst on Resilience Building is responsible for management of UNDP programme within the thematic/sectoral areas assigned and will provide policy and technical support in the area of building resilience to diverse shocks and crises, including climate change, disasters and epidemics in Uzbekistan and its communities.

The Programme Analyst analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities within a portfolio. The Programme Analyst on Resilience Building promotes a client-oriented approach consistent with UNDP rules and regulations.

The Programme Analyst on Resilience Building will follow the UNDP Strategic positioning on Resilience building as part of UNDP Strategic Plan and signature solutions including building the resilience of communities. Programme Analyst will be responsible to contribute to the planning, implementation and reporting of the CO in part of resilience building in Uzbekistan including within CDP and UNSDCF planning and reporting processes. 

The Programme Analyst on Resilience Building guides and coordinates activities of the relevant projects’ staff. The Programme Analyst on Resilience Building works in close collaboration with the CO Management Support and Business Development, Programme and Operations teams, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

Position Purpose: 
  • Implementation of programme strategies

  • Creation of strategic partnerships and implementation of the resource mobilization strategy 
  • Provision of top-quality advisory services to the Government and facilitation of knowledge building and management
Duties and Responsibilities
  • Ensures implementation of programme strategies focusing on achievement of the following results:
  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNSDCF, CPD and other documents.
  • Analysis and synthesis of proposals on the areas for support and interventions within the practice area specialization assigned.
  • Serve as a resource person and provide advisory support to management of CO on Resilience Building in Uzbekistan
  • Participates in effective management of the CO programme within the thematic/ practice area specialization assigned focusing on quality control from formulation to implementation of the country programme achieving the  following results:
  • Design and formulation of some parts of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions.
  • Initiation of a project, presentation of the project to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects.
  • Application of conceptual models in support of programme design.
  • Identification of sound financial mechanisms and instruments for funding environmental and resilience building interventions in the region.
  • Contribute to the drafting of project proposals, facilitate internal and external discussions, as well as development of full-fledged project documents working closely with the UNDP Cluster teams, consultants and national partners.
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NIM projects.
  • Preparation of inputs for reporting, including donor reporting.
  • Supports creation of strategic partnerships and implementation of the resource mobilization strategy  focusing on achievement of the following results:
  • Comprehensive analysis and research on donor landscape, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
  • Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
  • Supports UNDP’s initiatives in the area of green growth, with particular focus on green finance.
  • Contribute to the policy support on various strategies on green transition, including principles of just transition.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of training for the operations/ projects staff on programme issues.

Required Skills and Experience
Education:
  • Master’s degree or equivalent in business administration, management, international relations, economics, environment, rural development, climate change, environmental economics or a related field OR
  • A first-level university degree in above fields in combination with two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Minimum 2 years of progressively responsible experience at international and national level in project or programme management, administration or related area is required with Bachelor’s degree may be accepted.
  • Proven experience in managing and/or providing services for the design, management and monitoring and evaluation of UN/DP Programmes including results-based management is required;
  • Experience of Programme/project management within the development organizations;
  • Ability to prepare programme documents including the project documents;
  • Knowledge of the current situation in Uzbekistan on resilience building, climate adaptation and DRR.
  • Demonstrated in-depth experience in providing policy advice and developing programmatic solutions, tools and methodologies for the attainment of the SDGs is desirable;
  • Fluency in English (both oral and written) and Russian/Uzbek.
