1. Project Background

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing Infrastructure for Tomorrow - infrastructure with sustainability at its core. With the continuous growth of AIIB, more and more IT services and systems were engaged to support business operations, which rely on cloud services and physical hardware. To ensure the security and stability of these hardware, and their smooth operation, IT server rooms (or Data Centers) in the headquarters and Tianjin backup office are set up to provide qualified physical environment in terms of electronic power, UPS, temperature, humidity, fire protection, etc. In addition, there will be IT server rooms located in the oversea offices in the coming years. Therefore, IT Department needs a series of management policies to define all aspects of IT server room management requirements, as well as an ongoing operation, status monitoring, and inspection of IT server rooms, to guarantee the availability and compliance.

2. Objectives of the Assignment

The main objective is to ensure IT server rooms are available and functioning stably and efficiently so as to provide qualified environment to IT infrastructures, as well as meet the requirements in terms of IT risk, IT security, and operation of IT infrastructure and network. To hire a qualified individual consultant to support management and operation works related to IT server rooms, as well as support availability management, part of IT service management, and oversea office IT facilities setup.

3. Scope of Services

1. IT Server Room Management and Maintenance 1) Define the management and maintenance standards, inspection checklists, and access management of the server rooms at HQ, Tianjin office, and the oversea offices, as well as monitor and inspection of operation and compliance status. 2) Create capacity management requirements for IT infrastructure, network, and applications in server rooms, as well as monitor the compliance status. 3) Act as focal point to facilitate the remediation of issues found by IT risk assessment related to the IT server rooms. 4) When applicable, focal point for new IT server rooms construction in terms of design, implementation, delivery, testing and acceptance, including the server rooms located in the domestic locations and oversea offices. 2. Availability Management Support 1) Support the availability design for digital systems and IT services. 2) Support developing appropriate emergency response plans, disaster recovery and continuity plans for major system failures. 3) Coordinate regular disaster recovery drills/rehearsals of the IT Server room and related digital systems, as well as review recovery documents. 3. IT Service Management Support 1) Support the change manager to review and approve technical change requests related to IT infrastructure, network, etc. 2) Support developing the process and procedure of IT service operations performance assessment. 3) Project management support: coordinate internal resources and third parties/vendors for the successful execution of IT risk, IT service operations, and IT resilience projects; ensure the projects are delivered on-time, within scope and within budget; develop a detailed project plan to monitor and track progress; create and maintain required project documentation; perform other related duties as assigned. 4) Perform other related duties as assigned. 4. Oversea Office IT Facilities Setup Support 1) Support ITD focal point setting up IT facilities in oversea offices and coordinate ITD’s efforts on the Internet service, Wi-Fi network, phone system, video conference system, and other IT systems, etc. 2) Act as the interface on behalf of ITD working with FAS on the oversea offices’ construction, covering the phases including IT requirements collection and submission, design, product selection, implementation, delivery acceptance, operationalize the IT support for running the oversea offices. 3) Support ITD focal point collaborating with peer colleagues from IT Network, End User Computing, IT Helpdesk, IT Service Operations Management, IT Security teams on solutioning, implementation, and security; Managing vendors for delivery. 4) Organize and conduct the inspection of the final delivery of the IT facilities to ensure the IT facilities have been implemented properly at the oversea offices. 5) Performs other duties and responsibilities as assigned or required.

4. Consultancy Output / Deliverables

• Management processes and documentation of IT server room. • Regular IT server room monitoring and inspection reports. • Go-live of IT facilities in the overseas offices, documents and inspection result related to the oversea offices, as well as the report on the operation of IT services in oversea offices, when applicable. • Documentation related to IT Capability management. • Availability designs, Disaster Recovery (DR) plans and drill/rehearsal results. • Project deliverables abide by ITD’s project governance process, including but not limited to design document, testing reports, acceptance reports, user manual, etc.

Qualification Requirement

• Must be able to write thorough, concise, and user-friendly documentation. • Must be able to brainstorm with technical and non-technical personnel, thrive in a collaborative team environment, multi-task, and quickly adapt to change. • Relationship management, facilitation, communication, reporting and presentation skills, project management and planning skills. • High degree of diplomacy, integrity, and tact. • Bachelor’s degree or higher in Computer Science, Information Technology, Computer Programming, Physical Security, Accounting and/or Auditing. Equivalent combination of education and experience is acceptable. • Ten (10) years of professional experience in Technology or related field. • Seven (7) years of work experience in Data Center management, ITIL IT Service Management, IT Operations Management, Capacity management, Availability and Disaster Recovery planning and rehearsal. • Experience in designing, creating, and maintaining policy, standard, guideline, process and procedure documents. • Working knowledge of IT infrastructure (data center, platform, database, IaaS, and PaaS) and network. • Working knowledge of data center tiers and categories, cabling, routers, switches, servers, firewalls, wireless access points and controllers, etc. • Familiar with designing and monitoring IT system availability. • Familiar with designing or performing all aspects of the disaster recovery and business continuity lifecycle (program design, BIA, risk assessment, recovery strategy development, plan documentation, exercise facilitation, training and awareness). • One of the following certifications required; additional certification preferred: o Business Continuity related certification, such as CBCP, MBCP, MBCI or FBCI o Certified Information Systems Security Professional (CISSP) or equivalent security certification o Cisco Certified Internetwork Expert (CCIE) or equivalent network certification o ITIL foundation or COBIT certification • Flexibility and creativity when it comes to applying industry practices to solve complex problems • Fluent interpersonal communication skills in English, both oral and written. • A demonstrated ability to work in teams is highly desirable.
