1. Project Background

The Asian Infrastructure Investment Bank (AIIB) has been rapidly building up its investment portfolio since its operations started in January 2016. By 2025-2030, per AIIB corporate strategy, the bank is planning to expand its investment portfolio of which half would be invested in climate change as well as private sector area, and 25% -30% will be invested in cross-border connectivity. IMD was created under the Investment Operations Vice Presidency in 2018, with the responsibility to monitor AIIB’s fast-growing investment portfolio.

2. Objectives of the Assignment

To advise the IMD in carrying out its portfolio monitoring and management functions, the IMD has planned to commission a Senior Portfolio Management Advisor (Consultant) as defined in this Terms of Reference

3. Scope of Services

1) Advisory Tasks to the IMD Director General: • Assist in further developing the IMD portfolio team’s capacity, providing advice in all organizational and operational aspects. • Provide support on recruitment (candidate screening and interview for senior staff) • Advise and contribute to further development and update of portfolio management policies and procedures as well as administrative guidance, including decision-making authority and risk-based delegation for all major portfolio tasks. • Advise and contribute to the development of newly created collateral management system and IMD’s middle office functions e.g., KYC, and cost recovery. • Share knowledge and provide on-the-job mentoring to junior IMD staff to help them learn and improve their daily project work. • Advise and contribute to any other matters that are deemed relevant by the IMD Director General. 2) Operational Tasks to PMOs and IMD project teams: • Review and comment on major portfolio monitoring reports e.g., Quarterly Portfolio Monitoring Reports, selected PIMRs, Equity Portfolio Performance Reports. • Provide advice on handling a variety of project implementation and monitoring issues, e.g., delays in construction works, delays in commercial operations, issues related to PPA or other legal agreements, etc. • Provide advice on PMO’s assessment and response to client’s request for waivers, amendments, and consents. • Provide guidance on system capabilities for new investment products, • Carry out other duties as they may be assigned by IMD Director General.

Inputs to the management and operational tasks listed in the section of scope of services.

5. Implementation Arrangement

The consultant will be required to work intermittently both in his/her home office and at the Bank's headquarters.

6. Support to the Consultant by the Bank

Appropriate office space and administrative support will be provided to the Consultant while working at the Bank headquarters.

7. Knowledge Transfer and Training

The required knowledge-sharing activities listed in the section of Scope of Services

Qualification Requirement

• Minimum 25 years of experience in infrastructure investment operations. • At least 10 years of experience in portfolio management in major infrastructure sectors in a large commercial bank in large commercial banks or multilateral development bank(s). • Extensive experience in coordinating between the front office, middle office, and back office in handling investment operations. • Superior written and verbal communication skills (in English) with a demonstrable ability to think strategically and synthesize complex issues (translated into effective oral and written documents). • Master's degree (such as economics, finance, business administration, international relations, social sciences or similar field relevant to the AIIB’s operations) from a reputable school, or equivalent experience.
