Position Title: Director, Contracts Accounting (Accounts Receivable)

Location: Remote, US Based

POSITION SUMMARY

Position Purpose: Lead Winrock contracts accounting function and associated project and accounting tasks.

Position Overview: Direct all aspects of HQ project accounting, revenue recognition, billing and external financial reporting on funder projects, including review and approval of financial reports and invoices prepared by the Contract Accounting department. The position will manage the project module in the accounting system (Deltek Costpoint), set up of all direct projects, establishing required workflows and processes in coordination with relevant departments, and provide financial training and guidance to both accounting and program staff.

Director, CA will also be responsible for maintaining the billing archive and relevant areas of the project filing structure, and for providing operational guidance on project related accounting entries and reconciliations to Contracts Accounting and Regional Office Accounting staff. Director, CA will operationally support all project audits and financial reviews, including annual single audit. The position reports to Senior Director, International Controller.

POSITION RESPONSIBILITIES

Major Responsibilities

  1. Direct and coordinate all contracts accounting team functions, including funder project set-up and management in the accounting system based on approved award documents.
  2. Ensure all project budgets, modifications, and ceilings are updated timely and accurately.
  3. Review and control all accounting system areas related to projects and billing, including provisional indirect rates.
  4. Ensure timely and accurate external financial reporting on projects, including billings, invoices, accrual reports, cash reports, all funder financial reports, and related schedules.
  5. Manage reconciliation of all Winrock system information with the federal agencies and other funders’ systems, as applicable.
  6. Direct review and analysis of financial position of all funder projects, including trial balance, expenses, billings, and revenues, addressing any issues identified.
  7. Approve and post accounting system entries, including project bills, adjusting JEs, and other transactions as needed.
  8. Make sure billing archives and relevant areas of the project filing structures are maintained with up-to-date information.
  9. Provide guidance and support during project startups and closeouts, ensuring compliance with agreement provisions and Winrock policies and procedures.
  10. Review and approve financial disbursements from home office bank accounts.
  11. Supervise upload of monthly financial information from project offices and maintenance of system exchange rates.
  12. Assess and develop workflows, forms, and processes, identifying areas for improvement.
  13. Provide guidance and advice on project finance and accounting issues to project staff in the home office and overseas.
  14. Conduct financial trainings and orientations for program and finance staff.
  15. Coordinate requests related to internal and external project financial audits and reviews, including annual single audit.
  16. Provide inputs in new system developments and improvements, as needed.
  17. Be available to travel to support overseas Winrock offices in audits and/or other necessary activities.
  18. Coordinate and support special projects and other responsibilities in line with the position expectations.

POSITION QUALIFICATIONS

Education: Bachelor’s degree in accounting or related field required; CPA preferred

Experience:

  • Minimum 10 years of international development general accounting experience.
  • 5+ years in billing/reporting/contract accounting experience with federal agencies.
  • Staff management experience required.

Computer/Technical Skills: Proficient in Microsoft Office and familiarity with accounting software. Strong Excel skills required. Deltek Costpoint experience strongly preferred.

Communication Skills: Effective verbal and written communication skills including comfort with executive audiences.

Language: English fluency required, foreign language a plus.

Required Travel: Occasional international and US travel required.

Position-Specific Skills: Thorough knowledge of federal accounting, 2.CFR.200 applicable regulations and cost principles, sound accounting and analytical skills.

Physical Demands: Normal office environment
