1. Project Background

The individual consultant will assume responsibility for strengthening the development and advancement of the Bank’s digital workplace and end-user environment. The selected candidate will provide essential services, such as project management, system and endpoint administration, and end-user computing (EUC) operations and governance, to help build a more efficient and robust digital workplace, in line with the IT Department’s objectives.

2. Objectives of the Assignment

The individual consultant will assume responsibility for strengthening the development and advancement of the Bank’s digital workplace and end-user environment. The selected candidate will provide essential services, such as project management, system and endpoint administration, and end-user computing (EUC) operations and governance, to help build a more efficient and robust digital workplace, in line with the IT Department’s objectives.

3. Scope of Services

Responsibilities: a. Project Management 1. Supervise the implementation and lifecycle management of EUC-related technologies and solutions. 2. Define project scope, objectives, and deliverables in alignment with business requirements. 3. Coordinate project budgets within EUC services and projects, ensuring timely delivery and within budget. 4. Manage strategic projects, IT-centric application deployments, and Microsoft-related product initiatives. 5. Support the implementation of projects, upgrades, and continuous improvement for EUC services. 6. Ensure that potential technical solutions are transformed into successful projects that deliver tangible business value. b. End-user Computing Operations 1. Strategize and execute plans for the implementation and delivery of EUC technologies and services. 2. Supervise the EUC team and IT Helpdesk, ensuring customer-oriented services and high levels of customer satisfaction. 3. Continuously evaluate and recommend suitable solutions to enhance the end-user IT experience as part of the IT Digital Innovation and Transformation. 4. Ensure timely and efficient provisioning of IT products and services to end-users. 5. Administer EUC systems in both physical and virtual environments to maintain optimal performance. 6. Facilitate the deployment of applications, patches, and security updates to endpoints. 7. Address complex technical issues within a fast-paced 24/7/365 business environment, leveraging advanced troubleshooting approaches. 8. Collaborate with diverse IT teams to identify, implement, and support end-user hardware, software, and IT tools. 9. Mentor and coach other EUC team members as a subject matter expert. c. End-user Computing Governance 1. Ensure the responsible use and governance of EUC technologies and solutions. 2. Continuously govern and optimize IT service processes and procedures to ensure efficiency and effectiveness. 3. Develop and implement strategies and technology roadmaps that improve customer satisfaction, reduce costs, increase efficiency, enhance customer relationships, and align with industry best practices. 4. Collaborate with business functions to design and implement solutions that provide a rich user experience and meet business needs. 5. Maintain the operational and efficient IT environment in compliance with relevant policies and standards.

4. Consultancy Output / Deliverables

1. New EUC technologies and services implementation 2. Daily operation support 3. Documentation, i.e., Standard Operating Procedure, Work Instruction, System Maintenance & Technical Documents, etc. 4. Knowledge transfer and training

5. Implementation Arrangement

The Consultant will be a member of the IT End-User Computing team within IT Department, reporting to the Digital Program Specialist, who will provide work assignments, review deliverables, offer constructive feedback, and conduct performance evaluations for the Consultant. The Consultant will work at the Bank's Headquarters.

6. Support to the Consultant by the Bank

The Bank will provide administrative support to the Consultant, including a workspace and working facilities such as bank-issued laptop, desk phone, printing service, bank email account, etc.

7. Knowledge Transfer and Training

The Consultant is required to transfer their domain knowledge in IT End-User Computing to ITD staff and provide relevant training.

Qualification Requirement

• Master’s degree or higher in Computer Science or a related field. An equivalent combination of education and experience is acceptable. A solid background in technology and project management is required. • 7+ years of extensive experience in Microsoft Active Directory, Azure AD, Windows OS, macOS, iOS, Endpoint Management, Endpoint Encryption, Desktop Management, Desktop Virtualization, Cloud Computing, ITSM, Printing Systems, Video Conferencing, and other EUC technologies. • Strong working knowledge of managing, developing, and implementing IT Service Management processes, methodologies and tools. • Strong working knowledge of ServiceNow components such as Service Request/Incident/Problem/Change Management, Asset Management, Knowledge Management, CMDB, etc. • ITIL, Project Management, Azure, and AWS certifications are highly desirable. • Strong sensitivity to cultural differences and significant global acumen. • Ability to work under pressure and meet tight deadlines while taking ownership and accountability. • Ability to work independently and collaboratively and manage multiple competing priorities. • Strong analytical, planning, and problem-solving skills. • Excellent collaboration and people skills. • Strong fluency both in English and Chinese, with native or bilingual fluency highly preferred.
