Result of Service

Under the overall supervision of the Chief of Environment and Development Policy Section, and in coordination with the responsible Environment Affairs Officer the consultant will in response to country specific demands:

I. Develop training materials and provide capacity building activities on climate change mitigation and adaptation policies to member state, including to support updating and raising ambition of Nationally Determined Contributions, including for Mongolia, Sri Lanka, the Philippines, Maldives

II. Analyze existing National Determined contributions under the Paris Agreement from ESCAP member states and support their update and raise of ambition, and propose options for alignment with LT-LEDs and CN pledges

III. Prepare scientific reports/policy briefs and other knowledge documents on climate and strategic approaches, including in relation to just transition, loss and damage, climate finance, and enabling factors

IV. Provide contribution to UN country offices on climate ambition and enabling conditions through tailored discussions, briefings and presentations

V. Develop draft outlines and facilitate the organization of events in regional and global meetings, in particular the Asia-Pacific Climate Week and COP, in particular for:
a. ESCAP-led Thematic Sessions in preparation for Asia-Pacific Climate Week, 2023
b. Capacity development events, including for youth climate negotiators to support stronger Asia-Pacific positions during COP28
c. IBC related side event for COP28

VI. Preparation and delivery of formal presentations or other ad hoc support relating to the above as needed, on behalf of ESCAP

Duties and Responsibilities

Background:

The 7th ESCAP Committee on Environment and Development adopted a Ministerial Declaration on Protecting Our Planet through Regional Cooperation and Solidarity in Asia and the Pacific. The Asia-Pacific member states requested the Executive Secretary to provide support members and associate members by facilitating regional cooperation for sharing best practices and knowledge to mutually support efforts to achieve national goals of low-carbon transition and low-greenhouse-gas emission development strategies, including through capacity-building and technical advisory support.

In 2023, member States are expected to revisit and provide further updates their Nationally Determined Contributions under the Paris Climate Agreement, and align those with LT-LEDs and carbon neutrality pledges in advance of COP28. The Environment and Development subprogramme for 2023 includes raising climate ambition aiming to ‘strengthen the capacities of member States to implement ambitious actions in support of the 2030 Agenda and to achieve environment- and climate change-related objectives.

The purpose of the consultancy is to continue providing specific technical support for the capacity building activities for selected member States on updating and raising ambition of Nationally Determined Contributions and national policy and actions for climate change mitigation and adaptation, to ultimately raise their ambition.

Responsibilities:

The consultant will provide technical support for the capacity building activities for selected member States, on updating and raising ambition of Nationally Determined Contributions. Furthermore, the consultant will provide substantive input to relevant scientific reports, technical documents, policy briefs and other relevant knowledge products on climate action lead communication and coordination with relevant stakeholders, provide support to national and regional events; and support staff in virtual advisory mission. The consultant will support regional dialogue on raising ambition in the Asia-Pacific region as part of the process towards the Asia-Pacific Climate Week, July 2023 (tbc) and the COP28.

Qualifications/special skills

• A minimum of a Master’ s degree in the relevant field (environmental governance, management and development, natural sciences).
• 5 years of minimum professional experience with proven skills and expertise in the field of climate action activities.
• Good understanding of negotiations processes within international climate policy frameworks.
• Experience in developing clear communication and capacity building materials in support of climate negotiation processes, including for youth representatives.
• Knowledge of the United Nations System is desirable; principles, values, goals and approaches, including human rights, gender equality, cultural values, the Sustainable Development Goals.
• Good understanding of the Asia-Pacific region and its socio-economic and environmental challenges and achievements.
• Significant experience of working in Excel on data compilation, quantitative analysis and visual presentation in graphs and charts.
• Experience of organizing side events and sessions for international conferences, including COP, the Asia-Pacific Climate Weeks, the High-level Political Forum on Sustainable Development.
• Creative, curious, and detailed oriented with excellent time management.

Languages

Excellent command of written and spoken English.

Additional Information

The payment schedule (total USD 45,000 (USD5,000 per month x 9 months)) for the consultancy will be upon satisfactory completion of assignments as confirmed through review by ESCAP staff.
