Functional Responsibilities

**Even though the duty station is indicated as New York, USA, consideration may be given to allow the position to be home-based, depending on the incumbent's personal situation. For home-based positions, a location-specific fee scale is applied in determining the contractor's fee.**
Reporting to the Human Resources Team Lead, the Human Resources Analyst will carry out the following tasks:

1. Support to policy development and implementation 

  • Support the HR advisor on policy development and cluster-wide HR initiatives by providing data on trends, risks and opportunities and sharing local HR best practices; drive the implementation of the cluster’s HR strategy and initiatives

  • Assist the HR Advisor to develop and implement workforce planning initiatives, employing HR business processes mapping, to ensure efficient and effective services and work flows

2. HR Analytics

  • Perform regular quality control checks across main dashboards to ensure accuracy of data

  • Work with field colleagues to collect data on key stages of recruitment processes

  • Identify and analyze trends and patterns in recruitment data, especially how they pertain to recruitment delays

  • Ensure that data in the HR dashboards matches the data in the roster database system

  • Work with information management colleagues to troubleshoot technical problems with the analytics system

3. Advisory Services

  • Assist with the provision of guidance on HR policy application for personnel management, assessing and anticipating HR needs to provide value-added consultative service to HR practitioners in the field and NY-based portfolio team and senior management colleagues 

  • Communicate HR policy changes and new HR initiatives to and personnel, especially field and portfolio team colleagues, providing guidance as needed

4. Talent Acquisition and Administration 

  • Talent Acquisition - Carry out full cycle recruitment for New York-based positions as well as senior management positions in the field offices, including outreach, shortlisting, coordination of technical assessment, coordination of interviews, reference checks, and submission to review bodies

  • Support the team in managing rosters, especially full cycle roster replenishments

  • Perform regular quality control checks on the roster database system, ensuring that roster members' memberships are up-to-date, documents are uploaded, and that job orders are up-to-date

  • Perform comprehensive compliance reviews for recruitment of ICA contractors

  • Oversee the operation of the interview minute writers system

  • Oversee the operation of the endorsed candidates database system

  • Oversee the operation of the written test database

5. Knowledge building and knowledge sharing

  • Organize, facilitate and/or deliver training and learning initiatives for personnel on HR-related topics

  • Support the execution of initiatives on capacity development and knowledge building for HR personnel, including network development, plans, learning plans and activities, HR practice information and best practice benchmarking

  • Contribute to HR knowledge networks and communities of practice, including collaborative synthesis of lessons learnt and dissemination of best practices in human resources management

  • Support the team’s collection of feedback, ideas, and internal knowledge about processes and best practices and utilize productively

Education/Experience/Language requirements

Education

  • Advanced university degree (master or equivalent) OR

  • First level university degree (bachelor or equivalent) with 2 years of relevant experience 

Experience

  • Relevant experience is defined as experience performing administrative operations in a private or public organization 

  • Experience in HR operations is desired

  • Experience with applicant tracking systems is desired

  • Experience with HR analytics is desired

Languages

  • Fluency in English (read, write, speak) is required

  • Fluent French is desired
