1. POSITION VACANT: Consultant System Strengthening, International Development Agency, Bhubaneswar, Odisha

2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:

Odisha is the 11th largest state in India with 40% population belonging to SC and ST communities with 83% population living in rural areas. 40% of the population in Odisha are Scheduled Tribes (23%) and Scheduled Castes (17%); of the total population, 1.4 crore (33%) are children under 18 years with 83 lakhs (19.7%) between the ages of 10-19 years (adolescent). It is also noteworthy that 85% of all children in the state live in rural areas. Considerable progress is made in several social and development sectors as revealed by the recent NFHS 5 survey outcomes. Social sector spending in Odisha is 35% of the total budget while GSDP showed a growth rate of 10% (Odisha Economic Survey, 2022). Odisha has 20.5% child marriages compared to 21.3% in NFHS 4 below than the national average of 23.3%;

However, despite these achievements, according to the NITI Ayog’s Multi-dimensional Poverty Index, 30% of the State’s population is multidimensionally poor, with poverty levels significantly high in tribal areas. This will have adverse impact on development indicators for the state. Sex Ratio at Birth (SRB), declined to 894 girls per 1000 males which is alarming and points to lower value of girl child in the state. 7.6% of adolescent girls in Odisha are pregnant or mothers by age of 19. Crimes against children increased from 6330 in 2020 to 7899 in 2021 according to NCRB; sexual offences registered under POCSO increased from 2202 to 2498 in the same period. Similarly, crimes against women also witnessed an increase in number of registered cases from 25,489 to 31,352 from 2020 to 2021.

As part of Mission Vatsalya, the state has established District Child Protection Units (DCPU), Child Welfare Committees (CWC) and Juvenile Justice Boards (JJB) across all 30 districts of the state; there are close to 230 childcare institutions (CCIs) in the state that house children in need of care and protection and children in conflict with law. There are also special targeted schemes and programmes for reaching out to vulnerable children and those facing protection risks like Biju Kanya Ratna Yojana, Ashirbad Scheme, sponsorship, foster care, Advika – I am Unique etc. The Police Department also has dedicated Special Juvenile Police Units (SJPUs) across all districts and has set up the Crime Against Women and Child Wing in 2022 comprising of Sampark Help Desk, an outreach service providing psycho-social support to survivors of gender-based violence. Other departments like Education, Labour also have specific schemes that can benefit vulnerable children facing protection risks and prevent family separation and thereby create a protective environment for children.

There is a need to strengthen the systemic functioning by enhancing knowledge and skills of the key functionaries and structures to ensure effective delivery of preventive and responsive child protection services.

PURPOSE OF ASSIGNMENT
(1) Provide technical support to Department of Women and Child Development to strengthen its capacities for effective implementation of policies, plans and programs to deliver inclusive, gender-responsive, preventive and responsive child protection, justice and psychosocial support services for children;
(2) Provide technical support to Department of Women and Child Development to effectively implement programmes and interventions that prevent family separation, promotes family-based alternative care and enhance their protection.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Commissioner cum Secretary and Director, Department of Women and child Development, Government of Odisha and administrative supervision by CP Specialist and IDA officials, Bhubaneshwar, the Consultant System Strengthening (CON-SS) shall be responsible for the following:

(1) Support the Department in the dissemination and effective implementation of the Prarambh Child Policy across Departments;
(2) Support to the department in developing and strengthening capacities of the CP functionaries of the Department of Women and Child Development and other departments contributing to prevention of child protection violations;
(a) Mapping of CP workforce across departments, development of a training calendar, developing appropriate training modules and materials, facilitating and coordinating delivery of training proprograms;
(b) Capacity building and strengthening of structures and mechanisms for response to child protection violations including effective implementation of POCSO, JJA like the SJPUs, CWCs, JJBs
(3) Provide support to the department in strengthening justice for children:
(a) Pilot models for diversion and enhance systemic capacities towards the same;
(b) Pilot models for effective reintegration of children in conflict with law.
(4) Support the department in developing a comprehensive CP-IMS to capture all child welfare and protection measures;
(5) Provide support to the development of a state roadmap in convergence with the government, civil society organisations, universities and hospitals for convergence and strengthening MHPSS for vulnerable children, communities and FLWs;
(a) Support in identification, development and strengthening a resource pool of counsellors across departments like Health, WCD, Education;
(b) Developing appropriate training schedule, module, and content for the training
(c) Facilitating delivery of training in coordination with subject and domain experts;
(6) Support the state in the developing a comprehensive State Action Plan on Ending violence against children and women;
(a) Developing advocacy briefs on prevalence of violence against women and children in the state;
(b) Coordinating multi-sectoral meetings with departmental actions to prevent and respond to violence against women, girls and boys.
(7) Support the department in coordinating and converging with the child protection oversight mechanisms like the High Court Juvenile Justice Committee;
(8) Support DWCD in co-ordination with PRD for integration of the Bal Panchayat in GPDP and development of child-friendly gram panchayats including database of children below the age of 18 years (convergence with the Advika program);
(9) Support the state in multi sectoral convergence for family strengthening and ensuring availability of social protection schemes to children and services to prevent risk of family separation and other protection issues;
(a) Developing state level action plan to promote convergent approach to family strengthening;
(b) Piloting and scaling up vulnerability mapping of children and families living in vulnerable situations
(10) Strengthening care leavers network and supporting children in after care through various schemes and programmes including through YuWaah partnerships with gender differentiated needs of girls and boys;
(11) Documentation and evidence generation on good practices for prevention of family separation and family based alternative care.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Applicant must have Masters in Social Work, Sociology, Law, Anthropology, Communication, or any other relevant discipline.

Experience:
(1) Minimum eight years working experience in development sector with expertise in areas of child rights and child protection, adolescent empowerment, women’s rights and gender issues;
(2) Preference will be given to candidates having experience of working with Odisha state government;
(3) Sound knowledge and experience in child protection and adolescent empowerment activities is a must, experience of working in the child protection sector is an asset;
(4) Proven past experience in working in coordination with government, UN agencies and CSO in the area of child rights.

Skills and Competencies:
(1) Fluency in both oral and written communication in English and Odia;
(2) Proficiency in computer skills like use of MS Office, conversant with use of internet for emails and sharing documents;

5. ESTIMATED TRAVEL: Approximately 5 days in a month for achievement of the listed deliverables

6. NATURE OF ENGAGEMENT:

The Consultant System Strengthening (CON-SS) shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

7. REMEUNERATION:

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
