Description

Downstream Manager in the IRIDE programme (the Earth Observation component of the Italy-ESA Technical Assistance Programme) in charge of the management of the Downstream implementation.


The Downstream element scope includes the Payload Data Ground Segment, the Flight Operations Segment, Marketplace and Cyber Italy (Digital Twin of Italy).


You will report to the IRIDE Programme Manager in the Earth Observation Projects Department.

Duties

Your duties will include:

 

  • managing the Downstream implementation (specification, development, testing and validation), ensuring its successful implementation within scope, schedule and budget;
  • managing Downstream contractual activities;
  • managing and coordinating the resources allocated to the downstream element, involving management of both ESA resources and resources from external entities (e.g. ASI);
  • contributing to system-level activities, including:

 

  • overall system design definition and specification;
  • definition of interfaces with the other elements of the system (upstream and services); overall system integration and validation;
  • definition of operation concept; mission analysis;
  • definition of the commercial scheme aimed at achieving the long-term sustainability of the system;

 

  • interfacing with external entities: industry, the user community, external centres and/or agencies and the Italian national authorities for all aspects relating to your area of responsibility;
  • reporting on status and criticalities in your own area of responsibility to higher-level management.

Technical competencies

Experience of managing ground segment projects development, in particular for Earth Observation Missions
Experience of GS operations, in particular for Earth Observation Missions
Knowledge and experience of system design and of engineering implementation processes
Basic knowledge of ESA procurement processes

Education

A master's degree in a relevant engineering subject is required for this post.

Additional requirements

A minimum of ten years’ experience in ground segment implementation and operations is required. 

 

You should also have:

 

  • a strong ability to have an overall system view and the capacity to propose solutions targeting overall system optimisation;
  • a customer-focused perspective;
  • a high level of self-motivation and autonomy and the ability to work effectively in an interdisciplinary team.

 

You should further have:

 

  • The potential to manage individuals or a team;
  • The ability to organise their activities and ensure a motivating work environment;
  • Strong leadership capabilities, with proven relationship management and communication skills;
  • The ability to drive your team’s performance, developing your people by encouraging learning, delegating responsibility and giving regular and constructive feedback;
  • Strong problem-solving skills to deal with day-to-day operational challenges, together with demonstrated planning and organisational skills;
  • Strong results orientation with the ability to set priorities and present practical solutions both orally and in writing;
  • The ability to manage challenging situations proactively and constructively and to be customer focused;
  • People management experience is an asset, as is international experience, i.e. outside your home country, as well as experience in diverse functional areas relevant to ESA activities.

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.
