OBJECTIVES OF THE PROGRAMME

Country Management Support Units (CSUs) have been established in the organizational structure to provide support for the managers and staff to fully assume their responsibilities in GSM environment and to ensure compliance with organizational policies, procedures rules and regulations on all administrative and financial matters and transportations in the contexts of an enterprise Resource Planning (ERP) system.

DESCRIPTION OF DUTIES

Under the supervision of the International Field Security Officer, the local Security Officer will perform the following duties: •In cooperation with the HR team, maintain updated and accurate staff lists; Inform Heads of Sub-Offices, FSOs and UNDSS regarding any update/change of staff information.•Coordinate country warden system in collaboration with HR, clusters admins, operations' units supervisors and regional coordinators; Ensure that the warden system in place is updated, accurate and workable; Conduct warden tests as required; Ensure staff information updated on UNDSS UNSMIN and TRIP platforms; Establish SMS or other rapid alert systems to provide staff with relevant and real time information and updates about the prevailing security situation; Ensure utilization of UNDSS electronic travel advisory eTA.•Assist the FSO in maintaining efficient tracking system for staff and missions across the country.•Assist the FSO in providing specific security briefings to newly hired WHO personnel. Coordinate and follow up on UNDSS security briefings for newly recruited personnel at WCO and in the field.•Assist the FSO in providing required training for newly recruited WHO personnel, issuance of security communications equipment as applicable, providing Residential Security Measures Surveys (RSM) for international staff, following up on issuance of visibility equipment and UNIDs.•Undertake specific security training missions to field offices as requested by the FSO.•Conduct training sessions for WHO drivers to familiarize them with the emergency communications system and the specific actions to be taken when encountering security related situations while driving.•Assist the FSO in monitoring and ensuing SRM security compliance across the country.•Assist the FSO in the security management of Areas of Responsibilities of Oromia, Gambella and SNNPR Security Areas.•As required and on behalf of the FSO, attend ASMT and Security Cell meetings of Oromia, Gambella and SNNPR Security Areas; Communicate meetings' decisions, recommendations and minutes.•Follow up on news, social media and online articles; Inform the FSO of emerging security situations which may affect the safety and security of WHO staff, premises and assets.•As required and on behalf of the FSO, undertake security support missions to field offices; Undertaking required security threat and risk assessments.•Provide security situation reports on Areas of Responsibilities of Oromia, Gambella and SNNPR Security Areas.•Ensure the implementation of the specific SOP-s provided by UNDSS in Oromia, Gambella and SNNPR Security Areas.•Assist the FSO in cases of arrest and detentions of WHO personnel.•Provide proper advice regarding ethnicity prior deployment of WHO personnel to field missions.•Provide technical oversight for contracted security providers; Act as the direct focal point for security guards and supervisors in areas assigned.•Provide 24 hours response to all security related incidents involving WHO staff and eligible dependents.•Act as OIC of WHO Security in Ethiopia when needed.•Perform other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in Military studies, public or business administration, social or political sciences, police science, international relations, government, law or related field.Formal security training/certification
Desirable: Advanced level degree (Masters) in any of the above mentioned fields.

Experience

Essential: At least 2 years of relevant professional experience at national and international levels with experience in field security operations. Experience in country Military or Police is required.
Desirable: Experience within UN or other international organizations will be an advantage. Experience in investigations is desirable. Knowledge of UN security management system is desirable. Security Training background is desirable.

Skills

Very good knowledge of all means of UN security communications used in the field such as HF, VHF, satellite phones, RB-GAN, GPS. •Sound knowledge of the security situation in the Duty Station and in the Eastern African Region, particularly in the WHO Africa.•Global Management System (GSM).•Knowledge of WHO rules, regulations, policies and practices would be an asset.•Working knowledge in the use of Microsft Word and Excel.•Ability to develop presentations and use of Microsoft Power Point is required.•Possession of a valid driver's license and ability to drive in Ethiopia is an advantage

REMUNERATION

Remuneration comprises an annual base salary starting at USD 28,310 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
