Mission and objectives

UN Human Rights in Moldova assists the UN Country Team in Moldova, the authorities, the judiciary, the parliament, national human rights institutions and civil society through technical advice and capacity building activities to protect, respect, fulfill and mainstream human rights in the country.

Context

The Human Rights Adviser presence was established in Moldova in 2008. It presently consists of 12 staff. Following the break-out of war in Ukraine in February 2022, OHCHR in Moldova started to conduct protection monitoring to understand needs of refugees, including of most vulnerable, to feed this information to the humanitarian infrastructure for appropriate responses. OHCHR, since the break-out of war and refugee influx in the country, has been engaged in mainstreaming human rights in the humanitarian response. In June 2023, OHCHR will start the implementation of a protection monitoring project aiming at improving the protective environment and the equal access to services for refugees with specific needs and the most vulnerable host community members.

Task description

Within the delegated authority and under the supervision of the Human Rights Officer – Project Coordinator, the UN Volunteer Information Management Officer will: •Lead the design, development, management and improvement of data management systems for the protection project; including database and spreadsheets, along with related process for data collection, cleaning and verification; •Contribute to the design and testing of the protection monitoring tool; •Lead data cleaning and data analysis on protection monitoring, in close coordination with the Protection teams; •Produce Factsheet for external communication purposes; •Provide support to assessments; monitoring missions if needed; •Ensure the integration of gender/gender equality perspectives, children’s rights issues, disability rights as well as minority rights issues into presentation of products; •Represents UN human rights at working level inter-agency and working level coordination meetings, such as the Information Management and Assessment Working Group; •Manage the Complaints and Response Mechanism, in coordination with the project implementation team; •Drafts and reviews a variety of reports, etc., in compliance with established standards; •Ensuring the respect of data protection policies and standards in all activities; •Provide training as required; •Perform other duties as required. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: •Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); •Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; •Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. •Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; •Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; •Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
